This 2009 Article IV Consultation highlights that the global economic crisis and collapse in copper prices in 2008 hit the Mongolian economy hard. The loose macropolicies and tightly managed exchange rate pursued during the preceding boom years had made the economy particularly vulnerable, and the situation deteriorated markedly in early 2009. The authorities are making progress toward restoring health to public finances. Executive Directors have supported the authorities’ policy priorities to restore health to public finances, rebuild international reserves while maintaining a flexible exchange rate, bolster confidence in the banking system, and protect the poor.

Climate change is a threat to Mongolia's economic growth, sustainable development, and fragile environment. Well-designed actions to mitigate climate change can provide multiple benefits, including socioeconomic development and resilience to climate variability and change. Nationally appropriate mitigation actions can provide a framework for the identification and implementation of mitigation actions. This publication identifies and assesses technical, institutional, and policy elements needed to develop and implement appropriate mitigation actions in the grassland and livestock sector. Technical elements include estimates of greenhouse gas mitigation potential, economic costs and benefits, greenhouse gas measurement options, adaptation benefits, and barriers to adoption and identification of policies and measures.
