Supplying water to millions is not simply an engineering and logistical challenge. As David Soll shows in his finely observed history of the nation’s largest municipal water system, the task of providing water to New Yorkers transformed the natural and built environment of the city, its suburbs, and distant rural watersheds. Almost as soon as New York City completed its first municipal water system in 1842, it began to expand the network, eventually reaching far into the Catskill Mountains, more than one hundred miles from the city. Empire of Water explores the history of New York City’s water system from the late nineteenth century to the early twenty-first century, focusing on the geographical, environmental, and political repercussions of the city’s search for more water. Soll vividly recounts the profound environmental implications for both city and countryside. Some of the region’s most prominent landmarks, such as the High Bridge across the Harlem River, Central Park’s Great Lawn, and the Ashokan Reservoir in Ulster County, have their origins in the city’s water system. By tracing the evolution of the city’s water conservation efforts and watershed management regime, Soll reveals the tremendous shifts in environmental practices and consciousness that occurred during the twentieth century. Few episodes better capture the long-standing upstate-downstate divide in New York than the story of how mountain water came to flow from spigots in Brooklyn and Manhattan. Soll concludes by focusing on the landmark watershed protection agreement signed in 1997 between the city, watershed residents, environmental organizations, and the state and federal governments. After decades of rancor between the city and Catskill residents, the two sides set aside their differences to forge a new model of environmental stewardship. His account of this unlikely environmental success story offers a behind the scenes perspective on the nation’s most ambitious and wide-ranging watershed protection program.

The concept of the metropolitan area, as best exemplified by Los Angeles, has highlighted two contradictory characteristics of the current urban scene: the dispersion of political power among a number of centers, and the presence of issues and problems whose impact transcends the jurisdiction of any one local government. In this book the author have focused their attention of the process by which organized groups have sought to identify public issues and to reach decision on them within one of the most rapidly developing and most complex metropolitan areas of the United States: Los Angeles. Beginning with a discussion of the setting and framework of the Los Angeles metropolitan area, the authors attempt to clarify the nature of the legal, political, social, and economic forces tha have shaped the present system. The second part of this work is concerned with the contenders for leadership within the area: the central city, the urban county, and the suburbs. On the basis of the collected information, the authors next pose the hypothesis that democratic ideology and group interests have combined to produce competing power centers from which groups operate while at the same time lacking sufficient resources to dominate decision making. In the final section of a number of possible alternatives that might produce decision on area-wide issues are examined, and suggestions for bringing together the various political groupings are given. Research for this work was carried out under a grant from the John Randolph Haynes and Dora Haynes Foundation. Nation’s Metropolis describes how the national capital region functions as a metropolitan political economy. Its authors distinguish aspects of the Washington region that reflect its characteristics as a national capital from those common to most other metropolitan regions and to other capitals. To do so, they employ an interdisciplinary approach that draws from economics, political science, sociology, geography, and history. Royce Hanson and Harold Wolman focus on four major themes: the federal government as the region’s basic industry and its role in economic, physical, and political development; race as a core force in the development of the metropolis; the mismatch of the governance and economy of the national capital region; and the conundrum of achieving fully democratic governance for Washington, DC. Critical regional issues and policy problems are analyzed in the context of these themes, including poverty, inequality, education, housing, transportation, water supply, and governance. The authors conclude that the institutions and practices that accrued over the nineteenth and twentieth centuries are inadequate for dealing effectively with the issues confronting the city and the region in the twenty-first. The accumulation of problems arising from the unique role of the federal government and the persistent problem of racial inequality has been compounded by failure to resolve the conundrum of governance for the District of Columbia. They recommend rethinking the governance of the entire region. While many books are concerned with the city of Washington, DC, Nation’s Metropolis is the only book focused on the development and political economy of the metropolitan region as a whole.
