On the contrary, the cause of the only partly occupied irrigated lands issues directly from the large size of new projects, that in a year or two, bring under irrigation in one community, an area of land greater than can be absorbed by normal growth within as many decades. During these years, many tracts, making little use of the available water supply, are heavily taxed to pay the costs of works unused by them.
