But it is an interesting and significant fact that even the latest decisions of American courts affirming judgments against offenders who have polluted streams or lakes are based upon certain general principles of law which have always made such acts of pollution both private and public wrongs in the civil and penal codes of all nations and which have remained unchanged from the earliest forms of written law known in history to the present time.
