The question of how effective political tools actually are is among the most hotly debated in contemporary IR theory. There is no unanimity how to even measure the effectiveness and impact different political measures produce. All academic disciplines periodically appraise their effectiveness, evaluating the progress of previous scholarship and judging which approaches are useful and which are not. Although no field could survive if it did nothing but appraise its progress, occasional appraisals are important and if done well can help advance the field. This book investigates how international relations theorists can better equip themselves to determine the state of scholarly work in their field. It takes as its starting point Imre Lakatos's influential theory of scientific change, and in particular his methodology of scientific research programs (MSRP). It uses MSRP to organize its analysis of major research programs over the last several decades and uses MSRP's criteria for theoretical progress to evaluate these programs. The contributors appraise the progress of institutional theory, varieties of realist and liberal theory, operational code analysis, and other research programs in international relations. Their analyses reveal the strengths and limits of Lakatosian criteria and the need for metatheoretical metrics for evaluating scientific progress.

After the attacks of 9/11 terrorism and other forms of transnational risks of violence dominated official security policy. Researchers at the Institute for Peace Research and Security Policy at the University of Hamburg investigated the consequences of this change for security governance in a multi-annual research program. Case studies show that transnational security policies changed, but that national governments remained dominant. In other words, the transnationalisation of threat perceptions only led to a limited internationalisaton of security policies. The volume presents results of the research program. It combines conceptual work on security governance with empirical research, for instance on counterterrorism, changing perceptions of security in international organizations, such as the European Union and the Organization for Security and Co-operation in Europe.
This book examines why some international environmental regimes succeed while others fail. Confronting theory with evidence, and combining qualitative and quantitative analysis, it compares fourteen case studies of international regimes. It considers what effectiveness in a regime would look like, what factors might contribute to effectiveness, and how to measure the variables. It determines that environmental regimes actually do better than the collective model of the book predicts. The effective regimes examined involve the End of Dumping in the North Sea, Sea Dumping of Low-Level Radioactive Waste, Management of Tuna Fisheries in the Pacific, and the Vienna Convention and Montreal Protocol on Ozone Layer Depletion. Because environmental problems do not respect borders, their solutions often require international cooperation and agreements. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition.
