The Eno Center for Transportation's P3 Working Group conducted research to identify barriers to public-private partnerships (P3) in the United States. State and local transportation projects containing private financing were studied to identify challenges faced and lessons learned. The case studies were then used to develop recommendations for local, state, and federal government P3 policy.

Many communities have already formed effective transportation partnerships. Other cities still are searching to define the appropriate private sector role and effective mechanisms for public-private collaboration. To assess the extent of ongoing activity and to help chart a future course for these cities, the Urban Mass Transportation Administration asked the Transportation Research Board to convene a national Conference on Transportation Partnerships. This conference provided the participants with an opportunity to exchange ideas and share experiences, to report on, and learn about the status of cooperative efforts around the country, and to discuss a broad array of transportation actions in which the private sector can play a potentially useful role.

Evidence from the public health sector demonstrates that health care is only one of the determinants of health, which also include genes, behavior, social factors, and the built environment. These contextual elements are key to understanding why health care organizations are motivated to focus beyond their walls and to consider and respond in unprecedented ways to the social needs of patients, including transportation needs. In June 2016 the National Academies of Sciences, Engineering, and Medicine held a joint workshop to explore partnerships, data, and measurement at the intersection of the health care and transportation sectors. This publication summarizes the presentations and discussions from the workshop.
