The empowerment of women by their increased participation in all aspects of political, social and economic life has become one of the major goals of democratic and participatory movements, as well as women s organizations throughout the world. Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.
Empowerment of women through gainful employment is a constituent - as well as instrument - of development in any country. No country can be deemed developed if half of its population is severely disadvantaged in terms of basic needs, livelihood options, access to knowledge and political voice. A natural corollary of ensuring gender equality is the elimination of gender discrimination. Women's lack of economic empowerment not only impedes growth and poverty reduction, but also has a host of other negative impacts including less favourable education and health outcomes for children. Thus, it is extremely important to ensure that women are economically, socially and politically empowered. Effective and coordinated plans and programmes for the full implementation of women-oriented policies require a clear research-based knowledge of ground realities of the socio-economic status of women, particularly rural women. To address the goal 5 (Gender Equality) of Sustainable Development, it is deemed vital that we first understand the gender inequalities and the contribution of the second gender, i.e. women. We need to bring women into the mainstream to bring both genders at par. Since most of our population lives in villages, we need to have an in-depth knowledge of rural women's role in the development and understand the means and ways to empower them holistically, be it in terms of education, social, technological, political, legal etc. Today's environment calls for a need for women in rural areas to go in for bringing the various drudgery-reducing technologies into practice as well as empower themselves economically through Self Help Groups (SHGs). Rural women must understand the coping strategies associated with climate change which is again a challenge, and the use of Information and Communication Technologies (ICTs) to be more informed and empowered citizens for the welfare of their families, communities, societies and the nation at large. To attain the national goal of doubling the farmers' income by 2022, rural women's economic contribution must be increased through entrepreneurship. To make this dream come true, rural women need to be educated, malnutrition in rural areas; especially among women, needs to be removed, they will have to be technologically empowered, and rural women need to break the shackles of traditional hiccups and be aware of the latest information related to government programmes and schemes along with legal literacy concerning them to be able to understand the various provisions made available by the government for them and to enable them to enforce the same. This book encapsulated all the required dimensions of rural women empowerment: education, health & nutrition, technological empowerment, political empowerment instruments like the Panchayati Raj system, economic empowerment through entrepreneurship, etc. It covers the health challenges of women labourers, hill women, drudgery issues of brick layering women, women and Corporate Social Responsibility (CSR), and constriants to women's empowerment. Interest in the meaning and measurement of women’s empowerment has become a stated goal of many programs in international development. This paper explores a collaborative process of studying women’s empowerment in agricultural research for development using both quantitative and qualitative methods. It draws on three bodies of research around empowerment, growing interest in qualitative methods, and measurement research, especially the conceptualization and adaptations of the Women’s Empowerment in Agriculture Index. Employing mixed methods over more than a decade of cooperation among researchers from the Global South and the Global North has challenged the methods and findings of each approach. The work has led to new insights about gender differences in what empowerment means to women and to men, the importance of context, interrelationships among dimensions of empowerment, and the need for greater precision in terms and measures, particularly around decision-making, asset ownership, and time use. Such collaborative research benefits from a long timeframe to build trust and shared understandings across disciplines. The paper concludes with suggestions for the next phase of research.
