The second volume of the Report of the Committee on Doubling Farmers' income (DFI) examines the aggregated growth rates that need to be achieved at both national and state levels, besides disaggregating them sub-sectorally. The analysis is on the basis, that it is the real income of the farmers that is to be doubled and not their nominal income. Since the previous volume of the farmers that is to be doubled and not their nominal income. Since the previous volume ascertains, that on an average 60 per cent of farmers' income is from agricultural output (including liverstock), the targets are designed to double this component of income and also improve the ratio between farm and non-farm income from 60:40, as of now, to 70:30 by the end of target period. In doing so, various other developments in the form of allied enterprises and support infrastructure are envisaged. Theses developments will creased new source of earnings and near-farm jobs, to add to income.

There are also concerns regarding increased food insecurity at the household level in some parts of the world, particularly in Asia and Africa. With the demand for climate change action on the increase, there have also been growing calls for the big carbon emitters to drastically cut their emissions and invest in clean energy to save the planet by following development pathways making emissions stay under the 1.5°C increase in temperature.
