This book explores how and why police reform became an international phenomenon in the era of statebuilding that followed the end of the Cold War. Police reform has become an indispensible element in the spread of liberal democracy. Policing is distinguished by its ability to combine reasonable and forcible methods to preserve and spread liberal values. The book examines the reason police reform was introduced as a method of building consensus in Latin America and the Balkans and documents the development of its use in Africa, the Middle East and the Caucasus region. The urgent need to professionalize Mexican police has been recognized since the early 1990s, but despite even the most well-intentioned promises from elected officials and police chiefs, few gains have been made in improving police integrity. Why have reform efforts in Mexico been largely unsuccessful? This book seeks to answer the question by focusing on Mexico's municipal police, which make up the largest percentage of the country's police forces. Indeed, organized crime presents a major obstacle to institutional change, with criminal groups killing hundreds of local police in recent years. Nonetheless, Daniel Sabet argues that the problems of Mexican policing are really problems of governance. He finds that reform has suffered from a number of policy design and implementation challenges. More importantly, the informal rules of Mexican politics have prevented the continuity of reform efforts across administrations, allowed patronage appointments to persist, and undermined anti-corruption efforts. Although many advances have been made in Mexican policing, weak horizontal and vertical accountability mechanisms have failed to create sufficient incentives for institutional change. Citizens may represent the best hope for counterbalancing the toxic effects of organized crime and poor governance, but the ambivalent relationship between citizens and their police must be overcome to break the vicious cycle of corruption and ineffectiveness.

Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design. In doing so, it provides critical lessons that local and international actors can draw on as they try to figure out practical solutions to the political, economic, and social problems that impede the development of peaceful and democratic multiethnic postcolonial states in Africa and beyond. It argues that, despite its emancipatory appearance, post-liberal statebuilding is best understood as a set of social ordering mechanisms that lead to new forms of exclusion, marginalization and violence. Using ethnographic fieldwork in Southern Kyrgyzstan, the volume offers a detailed examination of community security and peacebuilding discourses and practices. Through its analysis, the book highlights the problem with assumptions about liberal democracy, modern statehood and capitalist development as the standard template for post-conflict countries, which is widespread and rarely reflected upon.
