The SBIR program allocates 2.5 percent of 11 federal agencies' extramural R&D budgets to fund R&D projects by small businesses, providing approximately $2 billion annually in competitive awards. At the request of Congress, the National Academies conducted a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. Drawing substantially on new data collection, this report provides a comprehensive overview of the SBIR program at the five agencies representing 96 percent of program expenditure-DOD, NIH, NSF, DOE, and NASA-and makes recommendations on improvements to the program. Separate books on each agency will also be issued.

The main ones, from a Western perspective, are globalisation, hypercompetition and an increasingly important role of what are currently low cost countries.
Global economic growth, recently fuelled by Asia’s emerging economies, has greatly accelerated the accumulation of greenhouse gases in the atmosphere and boosted demand for scarce natural resources, including energy, food and mineral raw materials. These developments are pushing the planet close to its ecological boundaries. Transforming the world economy towards sustainability, while ensuring decent levels of resource use for all global citizens, is the greatest challenge of our time. This book explores how innovation systems need to be adapted to successfully confront these challenges. The first chapter introduces the concept of sustainability-oriented innovation systems which highlights the systematic differences between systems that have developed along current resource-intensive technological trajectories and those that address the impending environmental mega-problems. The subsequent articles present case studies of sustainability-oriented innovations in a number of policy areas, including energy efficiency, electric mobility and generation of renewable energy, in China and India. These case studies confirm the specificities of innovation systems geared towards a green techno-economic paradigm. With the rapid development of China and India as new economic powers in global competition, an obvious question is whether these emerging economies are great opportunities or threats. Whilst answers are bound to differ depending on one’s perspective, it is increasingly clear that more local firms, especially local entrepreneurs, from these emerging economies will play a more critical role in global competition by becoming challengers to global incumbents. Indeed, the fact that the majority of their populations are at the bottom of the pyramid, and thus cannot afford products designed for the developed markets, has made these emerging economies fertile ground for developing and applying disruptive innovations. A novel mix of key attributes distinctive from those of established technologies or business models, disruptive innovations are typically inferior, yet affordable and "good-enough" products or services, which originate in lower-end market segments, but later move up to compete with those provided by incumbent firms. This book sheds new light on disruptive innovations both from and for the bottom of the pyramid in China and India, from the point of view of local entrepreneurs and international firms seeking to operate their businesses there. It covers both the theoretical and practical implications of disruptive innovation using conceptual frameworks alongside detailed case studies, whilst also providing a comparison of conditions and strategic options in India and China. Further, unlike existing studies, this book focuses on the neglected perspective of local challengers as the primary players, and in doing so reveals the extent to which the future landscape of global competition may be shaped by disruptive innovation, as well as its capacity to make the world "flatter" and more sustainable. This book shows that sustainable development should be analysed and managed as an innovation journey in which social, technological, political and cultural dimensions become aligned. The ‘journey’ aspect captures the open and uncertain nature of sustainable developments and highlights the agency dimension, with actors navigating, negotiating, groping and struggling their way forward (and sometimes backward). The book addresses the following research questions: What are the key processes and micro-dynamics of innovation journeys? Which policy lessons can be drawn for managing sustainable innovation journeys? To conceptualize the multi-dimensional nature of innovation journeys the book draws on insights from industrial economics, evolutionary economics, sociology of technology, political science and cultural studies. The book develops several new conceptual frameworks that make different crossovers between these disciplines. These frameworks are empirically tested with case studies on biofuels, onshore wind power, low energy housing, photovoltaic solar cells, biomass and fuel cells. The empirical studies are also used to derive several robust lessons as to how policy makers can influence sustainable innovation journeys.
