Indonesia has urbanized rapidly since its independence in 1945, profoundly changing its economic geography and giving rise to a diverse array of urban places. These places range from the bustling metropolis of Jakarta to rapidly emerging urban centers in hitherto largely rural parts of the country. Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.
This book reconciles competing and sometimes contradictory forms of land use, while also promoting sustainable land use options. It highlights land use planning, spatial planning, territorial (or regional) planning, and ecosystem-based or environmental land use planning as tools that strengthen land governance. Further, it demonstrates how to use these types of land-use planning to improve economic opportunities based on sustainable management of land resources, and to develop land use options that strike a balance between conservation and development objectives. Competition for land is increasing as demand for multiple land uses and ecosystem services rises. Food security issues, renewable energy and emerging carbon markets are creating pressures for the conversion of agricultural land to other uses such as reforestation and biofuels. At the same time, there is a growing demand for land in connection with urbanization and recreation, mining, food production, and biodiversity conservation. Managing the increasing competition between these services, and balancing different stakeholders’ interests, requires efficient allocation of land resources.
This publication summarizes the strengths, challenges, opportunities, and risks characterizing the prospects for integrated water resources management in Indonesia. Integrated water resources management planning is essential for sustainable growth. Indonesia’s rapid economic growth, increasing populations, and trends in developing and urbanizing environments are leading to potential conflicts as more users claim the same water resources. Understanding these conditions may provide decision makers with more insight to optimize the country’s water resources potential using available and state-of-the-art methodologies and tools for river basin planning. The report discusses all aspects of basin planning based on experiences from one of Indonesia’s most complex and strategic river basins.
Indonesia has become a majority urban society. Despite the classic images of rice fields, volcanoes and rural life we often associate with the country, now almost 60 per cent of Indonesia’s people live in cities, towns, suburbs, gated communities and other urban areas. Urbanisation has brought with it a familiar range of problems, including some of the worst traffic jams and air pollution in the world, housing scarcity, periodic flooding and dramatic land subsidence. These problems pose massive challenges to Indonesian governments as they try to provide clean water, public transport, housing, garbage disposal and other services to urban dwellers. Governing Urban Indonesia brings together scholars and practitioners with diverse backgrounds to examine how urbanisation is remaking Indonesia, and how governments are responding. It focuses on how varied political patterns are shaping urban governance, enabling some cities to pioneer improved service delivery and better public amenities for their citizens, while others stagnate. And it brings to bear multiple perspectives on how historical legacies, changing residential patterns, social inequality and myriad other factors are combining to produce a new social and political landscape across urban Indonesia.
This edited book brings together in one place new studies of rural–urban interactions and their implications for regional growth and development in different regions within Asia. Specifically, the individual chapters in the book shed light on the different kinds of rural–urban interactions that we witness in Asian regions, particularly those that are based on migration, poverty, inequality, education, economic dependence, and the flow of goods and services. The book departs from the existing literature in three ways. First, it explicitly recognizes that different kinds of rural–urban interactions have dissimilar impacts on the lives and hence on the welfare of the residents of rural and urban regions. Second, the book emphasizes the varied spatial and temporal dimensions of the interactions and the ways in which these dimensions influence rural and urban societies. Third, this book demonstrates the ways in which an understanding of the preceding two points contributes to our knowledge about economic growth and development. Because Asia is the fastest-growing and most dynamic continent in the world today, the research delineated in the individual chapters of the book provides practical guidance concerning two salient questions. First, how do we effectively address the economic development challenges stemming from the interactions between alternate rural and urban regions within Asia? Second, how do we ensure that the policies we design to address these challenges give rise to broad-based economic growth and development that is sustainable?

Indonesia has been remarkably successful in achieving its development objectives over the past 25 years. Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. As the Indonesian government formulates its second long-term development plan, issues of environmental quality and sustainability raise new concerns. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. This will eventually lead to negative effects on the economy. -As a result of rapid growth, environment- related issues of equity among the population will become increasingly important.
Growing global concern about the environmental costs of economic development resulting from natural resource extraction has sparked interest in a new economic paradigm known as green development. Indonesia is currently experimenting with the green development paradigm and trying to define its meaning and better understand its potential applications. So far, this process has meant a refinement and realignment of existing policy measures that seek to reduce deforestation and GHG emissions. These regulations often face contradictory economic development strategies.
