"A route alignment for for the Hauser Segment which terminated at the International Border near Tecate was selected by the Chief, USFS, and published in the Federal Register in 1973. Management problems unique to this segment (primarily involving Border security considerations) have necessitated re-evaluation of the route. The 1973 Federal Register published route is analyzed in this document as the "Proposed Action" (Alternative P), because it is the alignment currently approved by the Chief, USFS. However, as a result of this assessment, a joint BLM/USFS evaluation team has concluded that alternative alignment D-1, terminating at the International Border south of Campo, should be the preferred alternative for actual acquisition and construction. This assessment presents in detail the factors and considerations which entered into the route evaluation process"--from introductory letter.
