An examination of how advocates for alternative agriculture confront “science-based” regulation of genetically engineered crops. Genetic engineering has a wide range of cultural, economic, and ethical implications, yet it has become almost an article of faith that regulatory decisions about biotechnology be based only on evidence of specific quantifiable risks; to consider anything else is said to “politicize” regulation. In this study of social protest against genetically engineered food, Abby Kinchy turns the conventional argument on its head. Rather than consider politicization of the regulatory system, she takes a close look at the scientization of public debate about the “contamination” of crops resulting from pollen drift and seed mixing. Advocates of alternative agriculture confront the scientization of this debate by calling on international experts, carrying out their own research, questioning regulatory science in court, building alternative markets, and demanding that their governments consider the social and economic impacts of the new technologies. Kinchy focuses on social conflicts over canola in Canada and maize in Mexico, drawing out their linkages to the global food system and international environmental governance. High-quality seed is essential for healthy crops and greater agricultural productivity. At the same time, advances in breeding technology require equivalent advances in seed technology. In order to ensure food security, it is crucial to develop seeds that are high yielding, and resistant to drought, heat, cold, and insects. Gathering the latest research in seed sciences, the book includes contributions on seed production in crops such as legumes, sugar, rice, wheat and other cereals. To fully benefit from new agricultural technologies like improved seed varieties, significant investment in complementary inputs such as fertilizers and pesticides, and practices such as systematic planting, irrigation, and weeding are also required. Farmers may fail to recognize the importance of these complements, leading to unsatisfactory crop yields and outputs and, eventually, dis-adoption of the variety. We provide a simple model of biased expectations, complementary input use and technology adoption and test its predictions using a field experiment among smallholder maize farmers in eastern Uganda. We find that pointing out the importance of complementary investments using a short, engaging video effectively deters some farmers from using commercial improved varieties. Consistent with the theoretical model, we find some evidence that this behavior change emanates from increased knowledge and expectations that are more in line with realized outcomes.
The refereed proceedings of the 14th Annual Symposium on Combinatorial Pattern Matching, CPM 2003, held in Morelia, Michoacán, Mexico in June 2003. The 28 revised full papers presented were carefully reviewed and selected from 57 submissions. The papers are devoted to current theoretical and computational aspects of searching and matching strings and more complicated patterns, such as trees, regular expressions, graphs, point sets, and arrays. Among the application fields addressed are computational biology, bioinformatics, genomics, the Web, data compression, coding, multimedia, information retrieval, pattern recognition, and computer vision.
