Almost fifty years ago the Coleman Report, widely regarded as the most important educational study of the twentieth century, found that the most powerful predictor of academic achievement is the socioeconomic status of a child's family. The second most important predictor is the socioeconomic status of the classmates in his or her school. Until very recently, the importance of this second finding has been consciously ignored by policymakers, and the national education debate has centered on trying to "fix" high-poverty schools by pouring greater resources into them, paying educators more to teach in them, or turning them into charter schools. At the local level, however, eighty school districts educating four million students now consciously seek to integrate schools by socioeconomic status. The Future of School Integration looks at how socioeconomic school integration has been pursued as a strategy to reduce the proportion of high-poverty schools and therefore to improve the performance of students overall. It examines whether students learn more in socioeconomically integrated schools--and pre-K programs--than in high-poverty institutions and explores the costs and benefits of integration programs. The book also investigates whether such integration is logistically and politically feasible, looking at the promises and pitfalls of both intradistrict and interdistrict integration programs. Strikes, boycotts, rallies, negotiations, and litigation marked the efforts of Mexican-origin community members to achieve educational opportunity and oppose discrimination in Houston schools in the early 1970s. These responses were sparked by the effort of the Houston Independent School District to circumvent a court order for desegregation by classifying Mexican American children as "white" and integrating them with African American children—leaving Anglos in segregated schools. Gaining legal recognition for Mexican Americans as a minority group became the only means for fighting this kind of discrimination. The struggle for legal recognition not only reflected an upsurge in organizing within the community but also generated a shift in consciousness and identity. In Brown, Not White Guadalupe San Miguel, Jr., astutely traces the evolution of the community's political activism in education during the Chicano Movement era of the early 1970s. San Miguel also identifies the important implications of this struggle for Mexican Americans and for public education. First, he demonstrates, the political mobilization in Houston underscored the emergence of a new type of grassroots ethnic leadership committed to community empowerment and to inclusiveness of diverse ideological interests within the minority community. Second, it signaled a shift in the activist community's identity from the assimilationist "Mexican American Generation" to the rising Chicano Movement with its "nationalist" ideology. "Since Brown v. Board of Education in 1954 Americans have viewed school integration as a central tenet of the black civil rights movement. Yet, school integration was not the only-or even always the dominant-civil rights strategy. At times, African Americans also fought for separate, Black-controlled schools dedicated to racial uplift, community empowerment, and self-determination. An African American Dilemma offers a social history of debates over school integration within northern Black communities from the 1840s to the present. This broad geographical and temporal focus reveals that northern Black educational activists vacillated between a preference for either school integration or separation during specific eras. Race has shaped public education in the Magnolia State, from Reconstruction through the Carter Administration. For The Hardest Deal of All: The Battle Over School Integration in Mississippi, 1870-1980 Charles C. Bolton mines newspaper accounts, interviews, journals, archival records, legal and financial documents, and other sources to uncover the complex story of one of Mississippi's most significant and vexing issues. This history closely examines specific events--the after-math of the Brown v. Board of Education decision, the 1966 protests and counter-demonstrations in Grenada, and the efforts of particular organizations--and carefully considers the broader picture. Despite a separate but equal doctrine established in the late nineteenth century, the state's racially divided school systems quickly developed vast differences in terms of financing, academic resources, teacher salaries, and quality of education. As one of the nation's poorest states, Mississippi could not afford to finance one school system adequately, much less two. For much of the twentieth century, whites fought hard to preserve the dual school system, in which the maintenance of one-race schools became the most important measure of educational quality. Blacks fought equally hard to end segregated schooling, realizing that their schools would remain underfunded and understaffed as long as they were not integrated. Charles C. Bolton is professor and chair of history and co-director of the Center for Oral History and Cultural Heritage at the University of Southern Mississippi in Hattiesburg. He is the coauthor of Mississippi: An Illustrated History and coeditor of The Confessions of Edward Isham: A Poor White Life of the Old South .
