This study examines the political, economic and industrial issues underpinning efforts to develop Northeast Asia's major energy resources, focusing on the frontier projects of Sakhalin, the Tarim Basin and Yakutsk. It argues that the scale and interrelated nature of the projects means that solutions must be developed not through bilateral deals, but through a regional framework, including government-led efforts to develop a regional gas grid in tandem with government-industry collaboration to develop the major reserves.
This report makes the point that in both Russia and China it is politics ââ¬" and not market or commercial considerations ââ¬" that largely drive energy relationships with each other and the outside world.à For both countries, energy and energy security is regarded as a strategic asset and/or objective that are at risk from outside forces.à The conditions that each state has attached to their energy policies ironically preclude the kind of easy cooperation seen in other strategic and political issues between Moscow and Beijing. In both Central and Northeast Asia, Russia has blocked Chinese efforts to realize its version of energy security, yet it has not been able to come up either with the resources or means for a coherent policy of supplying China with reliable quantities of energy that would lead China away from non-Russian producers.à The under-fulfilment of the potential for Russia to supply China will continue and continue as well to be a source of strain in their relationship.
Russia is the world's biggest hydrocarbon producer. China is one of the world's largest and fastest-growing energy markets. The two are neighbours. Yet their energy relationship is very thin. Instead, they compete for vast and largely unexplored Central Asian resources. As Kazakh oil and Turkmen gas start flowing to China, Russia's traditional dominance in the region is diminishing. However, the Central Asian states are not passive pawns in a new 'great game'. The EU and the US can help these countries to turn the new energy geopolitics to their advantage.
Drawing on cutting-edge research from leading scholars, this book investigates state preferences for regime creation and assesses state capacity for executing these preferences in Northeast Asia’s energy domain, defined as the geographical area comprising the following countries: Russia, Mongolia, China, Japan, South Korea and North Korea. It examines questions pertaining to how states perceive the need and necessity for establishing a regime when it comes to the issue of energy and how much commitment they make to the effort in Northeast Asia. Based on countries’ interests in promoting institutionalized regional energy cooperation and their capacity for forging that cooperation, the collection assesses each state’s role in contributing to an energy regime in Northeast Asia. It then concludes with a critique on the decade-plus quest for energy security cooperation in Northeast Asia and suggests ways forward for facilitating regional energy security cooperation. Russia has generally been neglected in the academic and policy discourse on regional integration in East Asia. China’s need for energy has become a driving factor in contemporary world politics and a precondition for sustaining China’s continuing high economic growth. Accordingly, Chinese energy policy has been a political and strategic rather than market-driven policy. This book focuses on the need of a stable and secure investment environment which is necessary for the energy provision of China from the Central Asian states. The author argues that the institutionalization of the Shanghai Cooperation Organization (S.C.O.), the Friendship and Cooperation Treaty between Russia and China and Chinese bilateral agreements with individual Central Asian states present an avenue and a framework of stability in which pipeline construction can commence. With the backing of the US in the aftermath of the September 11, 2001 terrorist attacks, Chinese involvement in the region has now been expanding. However, in order to stabilize the region for Chinese investment in energy resources, the author states that the US needs to be present in the region and that a strategic framework of cooperation between Russia, China and the US has to be developed.
