Russia is in precipitous decline, which is unlikely to be reversed. This conclusion, based on the research of Russian and American experts, constitutes the bottom line of The Jamestown Foundation's project, Russia in Decline. Moreover, the tempo of Russia's decay is accelerating across virtually every fragment of its politics, economy, society and military, which renders Russia a poor candidate to survive globalization, let alone claim the mantle of a Great Power. This small volume details why Russia's spiraling into decline and disarray should keep strategists awake at night. It should also alert foreign policy, security and military planners, for whom Russia's decline will necessarily become the leitmotif of informed planning.
This study is intended for non-Russian researchers wanting to get familiar with the education system of the Russian Federation and more generally for all those involved in education and education policy. It does not represent exhaustive information on the Russian education system and all problems and challenges existing there, but briefly describes its main features. The report has the following structure. The opening chapter provides an overview of the education system in Russia and briefly reviews the most evident emergent trends. Chapters two through five are devoted to description of education system by level. The chapters are arranged by ascending order of educational level and each chapter's present information in a progression from the most general to the most specific. First, data on the current state of education system is provided. They characterize the human and financial resources allocated to education; describe the network of educational institutions across the country, and show regional disparities of spending on education. Next in each section key problems and challenges are examined; the focus is mainly made on access to and quality of educational services. Third, information on recent and ongoing reforms in the education sphere addresses each subsector separately and defines features typical for each of them. Fourth, there is discussion of policy options and analysis of what can be improved in the Russian education sphere. Finally, section six is devoted to lifelong learning. First, the section focuses on the condition of and development trends in lifelong learning. Then it examines the state of policy, staff training including financing and coverage, and learning for socially deprived groups of people. The section concludes with policy options and possible measures for improvement.

The authors have reconstructed Russian socio-economic statistics from both published and archival materials. International migration and other types of cross-border movement of people are becoming an important part of international relations in Northeast Asia. In this particular study, experts on China, Japan, Korea, Mongolia and Russia examine the political, economic, social and cultural dimensions of the interaction between border-crossing individuals and host communities, highlighting the challenges that face national and local leaders in each country and suggesting needed changes in national and international policies. The authors analyze population trends and migration patterns in each country: Chinese migration to the Russian Far East, Chinese, Koreans, and Russians in Japan, North Koreans in China, and migration issues in South Korea and Mongolia. Steppes form one of the largest biomes. Drastic changes in steppe ecology, land use and livelihoods came with the emergence, and again with the collapse, of communist states. Excessive ploughing and vast influx of people into the steppe zone led to a strong decline in nomadic pastoralism in the Soviet Union and China and in severely degraded steppe ecosystems. In Mongolia nomadic pastoralism persisted, but steppes degraded because of strongly increased livestock loads. After the Soviet collapse steppes regenerated on huge tracts of fallow land. Presently, new, restorative steppe land management schemes are applied. On top of all these changes come strong effects of climate change in the northern part of the steppe zone. This book gives an up-to-date overview of changes in ecology, climate and use of the entire Eurasian steppe area and their effects on livelihoods of steppe people. It integrates knowledge that so far was available only in a spectrum of locally used languages.
Corruption, fake news, and the "informational autocracy" sustaining Putin in power After fading into the background for many years following the collapse of the Soviet Union, Russia suddenly has emerged as a new threat—at least in the minds of many Westerners. But Western assumptions about Russia, and in particular about political decision-making in Russia, tend to be out of date or just plain wrong. Under the leadership of Vladimir Putin since 2000, Russia is neither a somewhat reduced version of the Soviet Union nor a classic police state. Corruption is prevalent at all levels of government and business, but Russia's leaders pursue broader and more complex goals than one would expect in a typical kleptocracy, such as those in many developing countries. Nor does Russia fit the standard political science model of a "competitive authoritarian" regime; its parliament, political parties, and other political bodies are neither fakes to fool the West nor forums for bargaining among the elites. The result of a two-year collaboration between top Russian experts and Western political scholars, Autocracy explores the complex roles of Russia's presidency, security services, parliament, media and other actors. The authors argue that Putin has created an “informational autocracy,” which relies more on media manipulation than on the comprehensive repression of traditional dictatorships. The fake news, hackers, and trolls that featured in Russia’s foreign policy during the 2016 U.S. presidential election are also favored tools of Putin’s domestic regime—along with internet restrictions, state television, and copious in-house surveys. While these tactics have been successful in the short run, the regime that depends on them already shows signs of age: over-centralization, a narrowing of information flows, and a reliance on informal fixers to bypass the bureaucracy. The regime's challenge will be to continue to block social modernization without undermining the leadership’s own capabilities.
