This study of SR 527 is part of the State of Washington (WSDOT) District 1 long range route development planning program. These plans are intended to identify the improvements needed to attain a desired level of service at a future date. SR 527 is located in southwest Snohomish County and lies east of I-5. Due to its length and certain areas of intense development, the roadway has been divided into three segments. This segment of the route development plan runs from MP 6.62 (164th Street SE Mill Creek Road) to MP 11.87 (Jct. I-5) which is about 5.25 miles long. Mill Creek is the nearest incorporated city on the southern terminus and the northern terminus lies within the city limits of Everett. --Executive Summary and Introduction

A route development plan (RDP) is a planning tool that considers the long-range vision of how a highway should look and function in the future. Route development plans (RDPs) are planning studies conducted for state highway corridors. This RDP provides a twenty-year vision of long-range improvements identified for State Route (SR) 150. SR 150 is primarily a two-lane highway, with a one and a half mile four-lane section in Chelan. SR-548 is located in the northwestern corner of Whatcom County. It is bounded on the north by the Canadian border, on the south by the city of Ferndale, on the west by the community of Birch Bay, and on the east by Interstate 5 (I-5). This route development plan (RDP) covers the entire length of SR-548. An RDP is intended to identify the future improvements needed for a designated section of state highway to accommodate safety and capacity requirements at a future date, usually 20 years thereafter. The primary purpose of SR-548 is to provide state route access to the vicinity of Birch Bay State Park. The highway also facilitates transportation of people and goods between the State of Washington and Canada and connects the rural/industrial/resort areas of northwestern Whatcom County with Ferndale and I-5.
