The twentieth century witnessed the emergence of three-dimensionality in war: surface forces flow became prey for attackers operating above and below the earth and its oceans. The aerial weapon, prophesied for centuries, became a reality, as did air power projection forces. This insightful book by Warren A. This edited volume examines the recalibration of the People’s Liberation Army’s (PLA) roles and missions in China’s domestic and foreign policymaking since Xi Jinping’s ascension to power in late 2012. This book explores how China’s growing military prowess, along with Beijing’s ongoing shift away from "keeping a low profile," owes much to the policies of the China’s Communist Party under Xi Jinping’s leadership. The chapters in the book share a central theme: the recalibration of the PLA roles and missions since Xi Jinping assumed the trifecta of party-state-military power. These contributions seek to explore in depth some of the key issues and scrutinize the enhancements in the PLA’s operational capabilities, both in terms of its hardware as well as its "heartware" – the human elements of its development such as operational culture and doctrine. In all, the chapters document the transformative change the PLA has undergone since the profound realization of its previous limitations vis-à-vis the United States’ advanced military operations of the previous century as well as pointing to continuity amid change. This book will be of much interest to students of strategic studies, Chinese politics, Asian security, defense studies, and international relations, in general.
The process of JMETL development involves the examination of the missions of a combatant commander, subordinate joint force commander, and functional or Service component commanders in order to establish required warfighting capabilities consisting of joint tasks, conditions, and standards. This handbook is intended to assist the combatant commands describe required capabilities in a form useful in the planning, execution and assessment phases of the joint training system. Further, it should aid resource providers and the Joint Staff in examining and coordinating joint training requirements among a number of combatant commands with diverse missions. The next phase of the joint training system begins with the development of a joint training plan delineating how combatant commanders allocate their joint training resources to meet JMETL requirements.
The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Identifies opportunities for eliminations, reductions, consolidations, and realignments beyond those cited in the Chairman's report. Also discusses obstacles that make reductions in overlapping military capabilities difficult to achieve. Covers 18 specific areas.
Principal Investigator-Led (PI-led) missions are an important element of NASA's space science enterprise. While several NRC studies have considered aspects of PI-led missions in the course of other studies for NASA, issues facing the PI-led missions in general have not been subject to much analysis in those studies. Nevertheless, these issues are raising increasingly important questions for NASA, and it requested the NRC to explore them as they currently affect PI-led missions. Among the issues NASA asked to have examined were those concerning cost and scheduling, the selection process, relationships among PI-led team members, and opportunities for knowledge transfer to new PIs. This report provides a discussion of the evolution and current status of the PIled mission concept, the ways in which certain practices have affected its performance, and the steps that can carry it successfully into the future. The study was done in collaboration with the National Academy of Public Administration.
