Since 2017, the United States and Europe—among many other refugee-hosting countries—have made significant changes in their refugee policies. New visa restrictions, travel bans, and other regulations were imposed by national governments. At the local level, towns and cities responded in different ways: some resisted national policy by declaring themselves “sanctuary cities”, while others supported exclusionary policies. These different responses influenced refugees’ ability to settle and become integrated. The Refugees in Towns (RIT) project at Tufts University explores local urban integration experiences, drawing on the knowledge and perspectives of refugees and citizens in towns around the world. Since 2017, more than 30 RIT case studies have deepened our local knowledge about the factors that enable or obstruct integration, and the ways in which migrants and hosts co-exist, adapt, and struggle with integration. In this Special Issue, seven articles explore urban integration in towns in Europe (Frankfurt-Rödelheim, Germany; Newcastle, UK; Ambertois, France; Italy’s cities; and Belgrade, Serbia) and in North America: Bhutanese refugee-hosting US cities, and Antigonish, Canada. The papers explore how refugees and citizens interact; the role of officials and politicians in enabling or obstructing integration; the social, economic, and cultural impact of migration; and the ways—inclusive or exclusive—locals have responded.

Why are there such large gaps between migration debates and migration realities, and how can they be reduced? Bridging the Gaps: Linking Research to Public Debates and Policy Making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gaps argues that we must go beyond the prevailing focus on the research-policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy-processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries - Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States - as well as in European and global governance debates. Contrary to common public perceptions and political demands, Bridging the Gaps argues that all actors contributing to research, public debates, and policy-making should recognize that migration, integration, and related decision-making are highly complex issues, and that there are no quick fixes to what are often enduring policy dilemmas. In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. Teaching, Responsibility, and the Corruption of Youth explores the concept and practice of responsibility in education and teaching in the new post-Cold War era after the long run of globalization and liberal internationalism has been disrupted by the rise of populism, anti-immigration sentiments and new forms of terrorism. The old liberal values and forms of tolerance have been questioned. Responsibility is a complex concept in our lives with moral, social, financial and political aspects. It embraces both legal and moral forms, and refers to the state of being accountable or answerable for one’s actions implying a sense of obligation associated with being in a position of authority such as a parent, teacher or guardian having authority over children. First used with schools in 1855, the concept's legal meaning was only tested in the 1960s when student conduct, especially when materially affecting the rights of other students, was not considered immune by constitutional guarantees of freedom. This volume investigates the questions left with us today: What does responsibility mean in the present era? Does loco parentis still hold? What of the rights of students? In what does teacher responsibility consist? Can student autonomy be reconciled with market accountability? To what extent can responsibility of or for students be linked to ‘care of the self’ and ‘care for others’? And, most importantly, to what extent, if any, can teachers be held accountable for the actions of their students?
