Haiti: Public Expenditure Management and Financial Accountability Review is part of the World Bank Country Study series. These reports are published with the approval of thesubject government to communicate the results of the Bank?s work on the economic and related conditions of member countries to governments and to the development community. This book summarizes the key findings and policy recommendations of a comprehensive diagnosis of a Public Expenditure Management and Financial Accountability Review (PEMFAR). The PEMFAR is an exercise which integrates the analysis of a Public Expenditure.
The macroeconomic goals of the first program year were largely met, although growth accelerated somewhat less than expected. Objectives for the second program year (FY2008) are to create conditions for higher growth and consolidate stabilization gains achieved so far. Monetary policy will focus on quantity management, with a market-determined policy interest rate. The authorities plan to further strengthen their monetary policy framework. Macroeconomic policies contained in the program are consistent with the central objective to boost growth while maintaining economic stability.
Based on stakeholder consultations and supported by data, this report reviews the implementation of the Fragile States Principles two years after endorsement, and identifies priority areas to improve the impact of international engagement.
This book evaluates the extent to which post-conflict reconstruction has addressed problems of horizontal inequalities through country case studies on Burundi, Rwanda, Nepal, Peru, Guatemala, Bosnia and Herzegovina, and Afghanistan, and four thematic studies on macro-economic policies, privatisation, PRSP's, and employment generation.
This volume addresses the larger question of the effects of (global) educational reform on teaching and learning as they relate to the context, the policies and politics where reform occurs.

Aid is always a means of influence: political, commercial, military and security-related. Some influence is benign, but much of it is coercive, even 'imperialistic'. Given the nature of aid, its effectiveness should be judged not only in developmental terms, but in terms of international relations. Even donors agree that, on both counts, the returns are meagre. This book, drawing on the author's 30 years of field experience, proposes two kinds of solution: donors should climb down from paternalistic central planning practices and support public goods that are neutral and beneficial cancellation of debt, fair trade, responsible economic governance, vaccine production, peace-making and peace-keeping. For their part, developing countries should follow the example of the most successful among them: recognize the true costs of 'free' aid, exercise their prerogative to choose their development partners and start paying their own way.
Zambia's economy is not growing fast. Poverty is on the rise. The quality of economic governance is on the decline. And public resources are not well spent. The badly needed first steps to reverse this situation are to start getting the budgetary allocations right and to make sure those allocations go where they're intended. Addressing the longstanding challenges that Zambia faces in public expenditure management will require strong political will. For Zambia to assure that public accountability is enduring and not dependent on the government of the day, it must strengthen budget processes and institutions that can provide public oversight and promote basic checks and balances. This report provides an analysis of how Zambia can strengthen budgetary processes and institutions for accountability and effective service delivery to its citizens.
