"A description of the progress of the Trigonometrical Survey of this Commonwealth, having been given in my former report, and an account of the employment of time, prior to the first day of March, 1831, given in a memoir transmitted on the 9th of that month, it now becomes requisite, that the progress in said survey, subsequent to that period should be made. As it is the wish of the Executive, that a memoir, or plain description should be given of our progress, which should show at once the employment of time and the nature of our operations, I shall endeavor to make this communication comport with that desire, and divest it as far as possible, of every technicality and scientific term."--James Stevens report, page 6.
