The primary objective of the Keeping Families Together program is the prevention of unnecessary out-of-home placement of children where protection issues are present. Given the significance of the service objectives and the impact on the lives of children and their families, it was considered important that systematic evaluation be undertaken to assess the program's effectiveness in accomplishing such objectives and goals.
When a family's problems become so severe that traditional community resources are unable to help them effectively, caseworkers are usually advised to place children outside the home. Family preservation services such as Homebuilders are designed to give caseworkers and families another option: services that are more intensive, accessible, flexible, and goal-oriented than conventional supports.
