This document contains the report of the Strategic Data policy workshop held in Rome from 21 to 22 September. Originally targeting the South West Indian Ocean (SWIO) Region, it expended to a global scope with the SWIO Region as an example. As a consequence, its main objective was “Developing strategies and best practices for investments in an efficient data supply chain, of global value, building on the Indian Ocean situation used as case study. Working sessions aimed to analyze different cases though projects/initiatives presentations and discussions to identify what worked and what didn’t to define general principles, identify challenges and propose strategies and best practices for cost-efficient and sustainable investments in fisheries data collection, sharing and utilization. Key principles were raised by the participants to keep tools, methodology and process in the data supply chain simple and to reuse as much as possible what already exists. Seventeen key points were identified during the discussion as common issues/common needs/general principles and were organized and developed in the Expert Document “Strategies and Best Practices”.

Military doctrine currently provides guidance on various methods to train host-nation security forces (FM3-24); yet U.S. advisors typically have little training in teaching methods, particularly in a cross-cultural environment. This report presents a conceptual framework that identifies individual advisor and counterpart differences, as well as the situational and cultural factors that impact the success and failure of training, coaching, or mentoring. The report includes a comprehensive literature review and data from iterative interviews with host nationals, military transition team members, cross-cultural education experts, and educators and trainers from the United States, Afghanistan, Iraq, and the Horn of Africa. It also includes recommendations that outline innovative methods for training military advisors to more effectively teach and coach their counterparts in a cross-cultural setting. To provide effective advising to host nationals, advisors need expertise in two areas: (1) cross-cultural competencies related to teaching and learning, and (2) cross-cultural teaching strategies. Key cross-cultural competencies pertinent to the military advisor are identified and include understanding the cross-cultural teaching/advising relationship, culturally relevant curriculum and methods, cross-cultural communication, and effective cross-cultural assessment. The report also includes a discussion of structural barriers to effective advising, and recommendations for developing a cross-cultural teaching and training curriculum for Soldiers.

This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.
