C., January 1, 1910. To the Honorable the Senate and House of Representatives of the State of South Carolina. Gentlemen: I have the honor to submit, in compliance with Statute law, my annual report as Secretary of State, showing the various transactions of this office for the fiscal year commencing January 1, 1909, and ending January 1, 1910. Numerous requests being received from various sources in and out of the State for lists of county and other officers and for charters issued, following the custom of my administration, I have divided this report into two parts for the convenience of mailing. Part I contains a list of charters issued, renewed and amended; increases and decreases of capital stock allowed; a full record of dissolution of chapters; papers filed by foreign corporations; a synopsis of rail road papers filed for record, and a list of all commissions issued to municipal, railroad and private companies. Part II contains a list of commissions issued to State, district, county and other officers; Notaries Public, Commissioners of Deeds; a list of bonds filed, which have been turned over to the State Treasurer as provided by law, and miscellaneous matter in general. I have attested, sealed and recorded all pardons, paroles, respite of sentences and commutations granted by the Governor, and a full register of all bonds and certificates of stock, showing the numbers and amounts thereof, and the names of parties by whom surrendered and to whom issued, have been kept, but they have been omitted from this report for the reason that they will appear in the report of the State Treasurer. All bonds of State and other officers, declarations, commissions, return of corporators, charters and other papers, required by law to be recorded in this office, have been duly recorded, the proper endorsement made on each original paper and every record has been fully and properly indexed.
