Local lists play an essential role in building and reinforcing a sense of local character and distinctiveness in the historic environment, as part of the wider range of designation. The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

The Committee's report examines the contribution of historic buildings to urban regeneration; the role and effectiveness of public agencies responsible for the built environment; the impact of the planning system and listing of historic buildings on urban regeneration; the role played by government departments to promote the historic environment; and fiscal and legislative reform options. The Committee concludes that regenerating historic buildings can reinforce a sense of local community and act as a catalyst for urban regeneration. However, historic buildings cannot be retained as relics of a bygone age, but new uses and sensitive adaptations allowed where the original use is no longer viable. The report highlights the shortage of conservation officers and the skills deficit in knowledge of regeneration and funding issues. It also call on the DCMS and the ODPM to working more closely together on their cross-cutting responsibilities, in order to boost the potential contributions made by historic buildings to the local economy. The current planning system is also criticised for causing delays and uncertainty, with developers being subject to as many as nine different regimes, including planning controls, listed building consent and conservation area controls.

In April 2008, the Department for Culture, Media and Sport (DCMS) published a Draft Heritage Bill and the Government has indicated that the Bill will be in next year's legislative programme. The Bill is designed to unify heritage protection regimes, allow greater public involvement in decisions, and place heritage at the heart of the planning system. The Committee has undertaken pre-legislative scrutiny of the bill but this was undermined by the incomplete nature of the legislation. The Committee also felt that the Government must prioritise the revision of Planning policy guidelines (PPGs) 15 & 16 to ensure that the new guidance on planning policy can be implemented at the same time as the Bill. Further serious issues of concern included the accuracy of current cost estimates & impact assessment and sufficient staffing with the necessary skills, in particular conservation officers. The Committee was also not convinced that Heritage Partnership Agreements (HPAs), a new system of management agreements for owners of large estates, were a robust business option. Nor could any evidence be found that either DCMS or English Heritage had considered any amendments to the legislation which would improve the operation or effectiveness of the enforcement powers for local authorities.
