He shows that, through a century of changing regimes, geopolitical interventions, and socioeconomic volatility, Berlin's networked urban infrastructures have acted as medium and manifestation of municipal, national, and international politics and policies. Moss traces the coevolution of Berlin and its infrastructure systems from the creation of Greater Berlin in 1920 to remunicipalization of services in 2020, encompassing democratic, fascist, and socialist regimes.

Water is an essential element in the future of cities. It shapes cities’ locations, form, ecology, prosperity and health. The changing nature of urbanisation, climate change, water scarcity, environmental values, globalisation and social justice mean that the models of provision of water services and infrastructure that have dominated for the past two centuries are increasingly infeasible. Conventional arrangements for understanding and managing water in cities are being subverted by a range of natural, technological, political, economic and social changes. The prognosis for water in cities remains unclear, and multiple visions and discourses are emerging to fill the space left by the certainty of nineteenth century urban water planning and engineering. This book documents a sample of those different trajectories, in terms of water transformations, option, services and politics. Water is a key element shaping urban form, economies and lifestyles, part of the ongoing transformation of cities. Cities are faced with a range of technical and policy options for future water systems. Water is an essential urban service, but models of provision remain highly contested with different visions for ownership of infrastructure, the scale of provision, and the level of service demanded by users. Water is a contentious political issue in the future of cities, serving different urban interests as power and water seem to flow in the same direction. Cities in Africa, Asia, Australia, Europe and South America provide case studies and emerging water challenges and responses. Comparison across different contexts demonstrates how the particular and the universal intersect in complex ways to generate new trajectories for urban water.

Conventional services, such as water, energy and waste services, have been for a long time physically networked and centrally managed. Today, this delivery model appears increasingly inefficient in two respects. It often fails in guaranteeing its financial viability and equitable service access, and and it generally draws heavily on the natural resources conveyed by these services. The book aims thus at exploring how service coproduction, based on public-community collaborations, can represent a valuable alternative to the conventional service provision model. Contributions in this book look into service coproduction and its relationship with the conventional service model both in the Global North (Germany) and Global South (Bolivia, Brazil, Colombia, India, Tanzania). They also address a variety of different perspectives in coproducing conventional services, such as the role of service modernisation, the variety of non-networked solutions, the relationship with the commons, just to cite some of them. Eventually, this book provides a first comprehensive exploration of the service coproduction theory in relation to conventional services, such as water, energy and waste. The privatization of water supply and wastewater systems, together with institutional restructuring of governance – through decentralization and the penetration of global firms in local and regional markets – have been promoted as solutions to increase economic efficiency and achieve universal water supply and sanitation coverage. Yet a significant share of service provision and water resources development remains the responsibility of public authorities. The chapters in this book – with case evidence from Argentina, Chile, France, the USA, and other countries – address critical questions that dominate the international agenda on public versus private utilities, service provision, regulations, and resource development. This book presents varied perspectives – largely complementary but at times contrasting – on public and private governance of water. Public authority in general is being reasserted over service provision, while resource development and investments in infrastructure continue as a mix of public and private initiatives. But more important, increased oversight and regulation of market-based initiatives that until recently were touted as panaceas for water supply and sanitation are increasingly being reconsidered on the basis of social equity, environmental, and public health concerns. The wake of the financial crisis has inspired hopes for dramatic change and stirred visions of capitalism’s terminal collapse. Yet capitalism is not on its deathbed, utopia is not in our future, and revolution is not in the cards. In Capitalism on Edge, Albena Azmanova demonstrates that radical progressive change is still attainable, but it must come from an unexpected direction. Azmanova’s new critique of capitalism focuses on the competitive pursuit of profit rather than on forms of ownership and patterns of wealth distribution. She contends that neoliberal capitalism has mutated into a new form—precarity capitalism—marked by the emergence of a precarious multitude. After three decades of privatization and anti-state rhetoric, government ownership and public management are back in vogue. This book explores this rapidly growing trend towards ‘corporatization’ - public enterprises owned and operated by the state, with varying degrees of autonomy. If sometimes driven by neoliberal agendas, there exist examples of corporatization that could herald a brighter future for equity-oriented public services. This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.
