Many agencies have worked at its solution by finding ways of reducing mar keting costs so that milk and dairy products could be offered to con sumers at the lowest price consistent with satisfactory prices to farm ers, by improving the products and related services so they would better meet consumers' wants, and by promotional activities to per suade consumers of the advantages of using these products. Local, State, and Federal governments have shared in the concern over the dairy surpluses, and have supported the search for solutions. But there has been considerable concern that while governmental re search and educational programs were trying to find ways of reducing marketing costs and of stimulating demand, other governmental activities, principally sanitary and economic regulations, may be having contrary effects.
