The role of regions in the European Union has been frequently debated since the 1980s. This comprehensive book provides a thorough overview of the issue from a variety of perspectives, analysing regional governance and territorial dynamics in the EU and its member states. Focusing on the implications of the democratisation–regionalisation nexus, it argues that a ‘Europe with the regions’ may promote good governance and ameliorate the democratic deficits of the EU.

For years the European Union has been looked on as a potential model for cosmopolitan governance, and enjoyed considerable influence on the global stage. The EU has a uniquely strong and legally binding mission statement to pursue international relations on a multilateral basis, founded on the progressive development of international law. The political vision was for the EU to export its values of the rule of law and sophisticated governance mechanisms to the international sphere. Globalization and the financial crisis have starkly illustrated the limits of this vision, and the EU's dependence on global forces partially beyond the control of traditional provinces of law. This book takes stock of the EU's role in global governance. It asks: to what extent can and does the EU shape and influence the on-going re-ordering of legal processes, principles, and institutions of global governance, in line with its optimistic mission statement? With this ambitious remit it covers the legal-institutional and substantive aspects of global security, trade, environmental, financial, and social governance. Across these topics 23 contributors have taken the central question of the extent of the EU's influence on global governance, providing a broad view across the key areas as well as a detailed analysis of each. Through comparison and direct engagement with each other, the different chapters provide a distinctive contribution to legal scholarship on global governance, from a European perspective.
Regional institutions are an increasingly prominent feature of world politics. Their characteristics and performance vary widely: some are highly legalistic and bureaucratic, while others are informal and flexible. They also differ in terms of inclusiveness, decision-making rules and commitment to the non-interference principle. European integration has profoundly changed the relationship between national and subnational governments and has led to the emergence of the Europe of the Regions. This edited volume highlights some of the problems involved in the integration of the three main levels of governance in the European Union: the regional, national, and supranational level. This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This book analyses the diffusion of norms concerning gender-based violence and gender mainstreaming of aid and trade between the EU, South America and Southern Africa. Norm diffusion is conceptualized as a truly multidirectional and polycentric process, shaped by regional governance and resulting in new geometries of transnational activism.
