This document is a companion volume to the first annual report. In reporting on progress, it assesses progress against two sets of yardsticks. The first are the commitments to the reform of the classification system, to better career development and better training, to service standards, and to a leaner and more flexible Public Service in which resources are concentrated at the point of service delivery.
