The concepts of cause and effect are critical to the field of program evaluation. Experimentally-designed evaluations—those that randomize to treatment and control groups—offer a convincing means for establishing a causal connection between a program and its effects. Experimental Evaluation Design for Program Improvement considers a range of impact evaluation questions, particularly those questions that focus on the impact of specific aspects of a program. Laura R. Peck shows how a variety of experimental evaluation design options can provide answers to these questions, and she suggests opportunities for experiments to be applied in more varied settings and focused on program improvement efforts.
The labor market has changed dramatically in recent decades. In the 1980s an average of 2 million workers each year lost their jobs because of the increasingly global economy, rapid advances in technology, and corporate downsizing. During the same period, immigration increased and Congress passed welfare reform legislation that required many more Americans to join the workforce. Legislators have looked closely at federal job training programs in recent years, and in 1998 passed the two major acts mandating change. In Improving the Odds, experts on labor policy explore the effects of current programs on earnings and employment, recommend improvements in programs, and assess the methodologies used to measure their effectiveness. The editors offer several strategies to help policymakers design programs that fulfill the promise of keeping workers out of poverty. According to popular belief, technical skill is far more important for surgeons than thoughtful deliberation. Nothing could be further from the truth. Although surgeons must sometimes make decisions rapidly on the basis of incomplete evidence and must respond to unexpected catastrophes in the operating room rapidly, those events are intermittent - most of the time surgeons deliberate on diagnostic problems and thoughtfully manage postoperative care, which is often intellectually challenging. The relationship of surgeons with their patients is, in a real sense, far more intimate and trusting than that of any other professional, a claim that is supported by the fact that patients surrender their bodies to their surgeons in a state of total helplessness and vulnerability when they undergo anesthesia. Because of that responsibility, no other professional group has a greater sense of dedication to the welfare of their patients than surgeons. Surgical culture is deeply steeped in ethics, and surgeons confront and resolve ethical dilemmas as much or more than most other professionals, although they often may not recognize the situations they resolve are problems in ethics - they are just part of the daily routine. This book is a compendium of articles from the recent surgical literature that address ethical issues chosen by surgeons because they are controversial and pertinent to the practice of surgery. The reader will not find a great deal of sophisticated dissection of fine philosophical distinctions in these discussions of ethical conflicts and controversies in surgery. Instead, they will discover differing viewpoints from thoughtful essayists, mostly surgeons, whose feet are firmly in contact with the ground and who have extensive experience in the real world of surgery, medicine, and law.
Long ago in an ancient land, a group of nomadic people, without a land to call their own, wished to gain passage through a land of bellicose nations known throughout history as the Moabites and Amorites. To the very unfortunate peoples who happened upon the borders of these barbaric nations, they would ultimately be cut off in battles waged against them, until one dreadful day. Emissaries were dispatched in the hopes of obtaining permission to pass through their land, but instead war broke out and brought an end to those antagonistic nations. The battle was fought on the East Side of the Amon River, in what is now the land of Jordan. Both the Moabites and the Amorites were no match for the nomads, who had endured living in the wilderness and surrounding mountains for almost half-century. Those nomadic people also had possession of a very powerful book, in which all of their victories were recorded. The year in which the battle against the Moabites and Amorites was fought is recorded as 1290 BCE. It is said that the book was given to them from on high, and during battles their leader would simply hold the book up toward heaven, and celestial beings would destroy their enemies. It then became known throughout all the surrounding lands and nations that their God was a powerful being who fought on their behalf. As centuries passed, the use of the book became extinct, and as a result, a high priest set out to hide the book in various parts of the world, so that no one person or nation could harness its power to be used against humanity. In the event that the book was ever needed, the high priest left clues and codes that, once deciphered, would lead to the various hiding places of each part of the book. The world is now facing an enemy that has not been seen since times of old--an enemy far more sinister than can be imagined by the human mind. Now an epic world battle is nearing, and without the book, all will be lost. This story starts simply. It begins with the search for: The Book of the Wars of God
