Economic development and urban growth are the contested grounds of urban politics. Business elites and politicians tend to forge "pro-growth" coalitions centered around downtown development while progressive and neighborhood activists counter with a more balanced approach that features a strong neighborhood component. Urban politics is often shaped by this conflict, which has intellectual as well as practical dimensions. In some cities, neighborhood interests have triumphed; in others, the pro-growth agenda has prevailed. In this illuminating comparative study, Barbara Ferman demonstrates why neighborhood challenges to pro-growth politics were much more successful in Pittsburgh than they were in Chicago. Operating largely in the civic arena, Pittsburgh's neighborhood groups encountered a political culture and institutional structure conducive to empowering neighborhood progressivism in housing and economic development policymaking. In contrast, the pro-growth agenda in Chicago was challenged in the electoral arena, which was dominated by machine, ward-based politicians who regarded any independent neighborhood organizing as a threat. Consequently, neighborhood demands for policymaking input were usually thwarted. Besides revealing why the development policies of two important American cities diverged, Ferman's unique comparative approach to this issue significantly expands the scope of urban analysis. Among other things, it provides the first serious study to incorporate the civic sector-neighborhood politics-as an important component of urban regimes. As U.S. cities compete for economic resources, many city leaders adopt business-friendly policies, which boost opportunities for big businesses and institutions in their area. This progrowth strategy proposes to generate jobs for residents and higher tax revenues for local government. As a result, according to the logic of progrowth, economic benefits will trickle down to improve the living conditions in working-class and impoverished neighborhoods. But local political struggles can determine the direction of community development towards neighborhood empowerment and representation of neighborhood interests, versus, community development on behalf of progrowth policies. This issue of the ANNALS examines the interplay between progrowth politics, community development, and race. Seizing opportunities, inventing new products, transforming markets--entrepreneurs are an important and well-documented part of the private sector landscape. Do they have counterparts in the public sphere? The authors argue that they do, and test their argument by focusing on agents of dynamic political change in suburbs across the United States, where much of the entrepreneurial activity in American politics occurs. The public entrepreneurs they identify are most often mayors, city managers, or individual citizens. These entrepreneurs develop innovative ideas and implement new service and tax arrangements where existing administrative practices and budgetary allocations prove inadequate to meet a range of problems, from economic development to the racial transition of neighborhoods. How do public entrepreneurs emerge? How much does the future of urban development depend on them? This book answers these questions, using data from over 1,000 local governments. The emergence of public entrepreneurs depends on a set of familiar cost-benefit calculations. What is the relationship between race and space, and how do racial politics inform the organization and development of urban locales? In Race and the Politics of Deception, Christopher Mele unpacks America’s history of dealing with racial problems through the inequitable use of public space. Mele focuses on Chester, Pennsylvania—a small city comprised of primarily low-income, black residents, roughly twenty miles south of Philadelphia. Like many cities throughout the United States, Chester is experiencing post-industrial decline. A development plan touted as a way to “save” the city, proposes to turn one section into a desirable waterfront destination, while leaving the rest of the struggling residents in fractured communities. Dividing the city into spaces of tourism and consumption versus the everyday spaces of low-income residents, Mele argues, segregates the community by creating a racialized divide. While these development plans are described as socially inclusive and economically revitalizing, Mele asserts that political leaders and real estate developers intentionally exclude certain types of people—most often, low-income people of color. Race and the Politics of Deception provides a revealing look at how our ever-changing landscape is being strategically divided along lines of class and race.
