Excerpt from The Public Laws of the State of North Carolina: Passed by the General Assembly at Its Session of 1860-'61; Together With the Comptrollers Statement of Public Revenue and Expenditure Sec. 3. Be it further enacted, That the directors are hereby authorized to draw out'of the public treasury an unexpended balance of five thousand dollars of last year's appropriation, and this sum, together with the similar sum proposed to be raised by the 2d section Ct; this act, shall be added to the sum of ten thousand dollars, 000) now in the hands of the directors, and this whole amount of twenty thousand dollars shall be devoted to the sole and exclusive purpose of building such a wall as it will pay for on the west side of the main building, ac cording to the provisions of the act of 1858 and 1859, sec. 10, Chap. 2d. Sec. 4. Be it further enacted, That if any county shall fail for the space of one year after the same is due, to pay the amount required by law for the support of its indigent insane, the president and directors of the literary fund of North Carolina shall direct out of the shares of such county in the common school fund next to be distributed the amount thereof, and pay the same to the public treas urer; Provided, That nothing herein contained shall be construed into a repeal of any law now iri force for the collection of such sum from the justices of the said county, and if such sum shall afterwards be collected and paid, it shall be added to the school fund due said county for the next year Provided, further, That it shall be the duty of the superintendant to notify the public treasurer of all delinquencies, and.the treasurer shall thereupon draw the amount from the literary fund as above said [stated.
