The chapters in this book reflect on the work of seminal Australian geographer, the late Professor Graeme Hugo. Graeme Hugo was widely respected because of his impressive contributions to scholarship and policy in the fields of migration, population and development, which spanned several decades. This collection of works contains contributions from authors whose own research has been influenced by Hugo; and includes numerous authors who worked closely with Hugo throughout his career. The collection provides an opportunity to reflect on Hugo’s legacy, and also to foreground contemporary scholarship in his key areas of research focus. The chapters are organised into two thematic threads. Part I contains works relating to ‘Population, Migration and Settlement in Australia’, while Part II focuses on ‘Labour and Environmental Migration in the Asia-Pacific’. Together, these two thematic threads provide broad coverage of Graeme Hugo’s key areas of research focus. The chapters also serve as a reminder of Hugo’s steadfast concern with producing careful scholarship for the public good, and seek to prompt continued work in this vein. Fast-paced economic growth in Southeast Asia from the late 1960s until the mid-1990s brought increased attention to the overseas Chinese as an economically successful diaspora and their role in this economic growth. Events that followed, such as the transfer of Hong Kong and Macau to the People''s Republic of China, the election of a non-KMT government in Taiwan, the Asian economic crisis and the plight of overseas Chinese in Indonesia as a result, and the durability of the Singapore economy during this same crisis, have helped to sustain this attention. The study of the overseas Chinese has by now become a global enterprise, raising new theoretical problems and empirical challenges. New case studies of overseas Chinese, such as those on communities in North America, Cuba, India, and South Africa, continually unveil different perspectives. Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.
