This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies.
This book focuses on the measurement and utilisation of quantitative indicators in the urban and regional planning fields. There has been a resurgence of academic and policy interest in using indicators to inform planning, partly in response to the current government's information intensive approach to decision-making. The content of the book falls into three broad sections: indicators usage and policy-making; methodological and conception issues; and case studies of policy indicators.
This book addresses the question of what it takes to develop social indicators that genuinely influence important public decisions. It looks historically at the processes of creating and using three important social indicators in the United States: unemployment rates, standard budgets, and crime rates. It then develops principles for choosing concepts, designing measures, and creating policy processes that institutionalize their use. For this second edition, Innes has provided a major new introductory essay, which reflects on social indicators research and her own and others' continuing work on the role of quantitative and other professionally generated information in policy making. She contends that in practice knowledge is influential as it becomes part of the myths that shape public life, as it empowers some policy actors over others, as it establishes the agendas and frames the problem, as it sets the terms for negotiation and public discourse. For these arguments, she draws on her research on human rights policy, environmental impact assessment, housing policy and local community development. The case studies in the original book have stood the test of time, and remain valid supports for the author's interpretations. The author contends that to understand how knowledge and policy are linked, we need to replace the "scientific" model of explicit knowledge use with a more inclusive, interactive model of knowledge influence. To do this we must rethink both the education and practice of policy professionals. Innes sees indicators as lenses on the world that help define problems and point the way to solutions. It is not surprising that the case studies show that the most influential indicators are developed jointly with policy and theories about the problem. As she says, "there are no facts without theories and the only way a statistician can keep out of politics is to collect only irrelevant data." This new edition will be of immense interest to those interested in the sociology of ideas, policy studies, and the emerging field of knowledge transfer. We present and discuss a set of indicators to help assess countries’ trade policies. The indicators relate to three policy areas – trade in goods, trade in services, and FDI. Given concerns about the direction of global trade policy, we also consider a set of more granular measures that reflect the evolution of countries’ policies since the 2008 financial crisis. We propose a simple approach to present the multidimensional aspects of trade policy that, by shedding light on relative openness across areas, can facilitate policy discussions. In the cross-section of countries, we find a diversity in the type of measures adopted, both between and (since the 2008 financial crisis) within policy areas, lending support to the approach based on multiple indicators. The indicators’ time series suggest that advanced and, especially, emerging economies are moving toward more open regimes over time, although recently progress has, with some exceptions, slowed across the board. Lastly, our findings also call for stronger efforts to objectively quantify the different aspects of countries’ trade regimes. More data, both across countries and in terms of policy areas that significantly affect trade, are needed for better-informed policy discussions.

This paper assesses the nature of agricultural transformation taking place in different parts of Africa and analyzes policy drivers of the transformation using data from the CAADP Biennial Review (BR) on 46 indicators from 2014 to 2018. First, a typology of agriculture transformation in different groups of countries is developed by analyzing the initial values and trends in three indicators—share of agriculture in total employment, share of agriculture in gross domestic product, and agriculture labor productivity. The typology, in addition to a conceptual framework that is developed for measuring the relative effect of a policy on an outcome, provides the basis for analyzing the policy drivers of agriculture transformation. The 46 BR indicators are classified into policies (13 indicators), intermediate results (23 indicators), and outcomes (10 indicators), and then econometric methods are used to measure the association between the policy indicators and the intermediate results and outcomes, which include agriculture intensification (e.g., access to finance and extension, fertilizer use, and irrigation development), agriculture growth, agriculture trade, food security, nutrition, and poverty. Different fixed-effects regression methods and model specifications of the explanatory variables are used to assess sensitivity of the results to different assumptions of the data and the relationship between the policies and intermediate and outcome indicators. The trends in the indicators are different. For example, access to finance and extension have risen over time; fertilizer use, irrigation development, agriculture growth, and adult undernourishment have fallen over time; and child nutrition and poverty have remained stagnant over time. Different policy indicators are significantly associated with different indicators of agriculture intensification, agriculture growth, and outcomes. Also, there are differences in the results across the agriculture transformation groups. Major policy drivers of agriculture transformation in the different groups are identified. Implications of the results and suggestions for future research are discussed.
