When it became apparent that the American people were going to be called upon, either through the right of petition or at the polls, to express themselves upon the question of a pro posed constitution for a League of Nations I was an earnest advocate of the belief that every person should study such questions and that all who had given such study serious con sideration should express themselves to the end that any action on the part of the people would be the result of thought and delibera tion.
