By highlighting the scope and limitations of local NGO agencies, this book presents a unique perspective of the relationship between peacebuilding theory and its application in practice, outlining how well-educated, well-connected local decision makers and thinkers navigate the uneven power dynamics of the international aid system.
Prefiguring Peace: Israeli-Palestinian Peacebuilding Partnerships, a longitudinal study of more than ten years (1993-2008), focuses on the major peacebuilding initiatives with an educational encounter-based approach in Israel and Palestine. It examines how non-governmental peacebuilding initiatives adapt to radically changing environments, the challenges they face, and why some are able to adapt and survive while others do not. Michelle I. Gawerc explores two aspects of adaptation--the ability to maintain resources and legitimacy with critical constituencies outside the organization, and the ability to continue to function effectively as an organization. Her study shows that when the environment became more tumultuous and hostile, the effectiveness and even survival of these organizations depended to a significant degree on their ability to manage the power asymmetry between the two sides and work as equally as possible. Indeed, it became critical for building and maintaining trust and respect in the partnership; for preserving legitimacy with one's partner; for maintaining staff and active participant commitment; for managing internal conflict; and even for managing resources. Organizations that failed to deal effectively with matters of equality, and the needs and desires of both sides, ended up struggling to maintain commitment or were doused in conflict that could have been tempered if they strived for more equality. Encompassing various fields, this research contributes to the broad fields of peace and conflict resolution, social movements, and organizational studies. It offers critical insight into how organizations adapt to sudden and drastic changes: what is problematic, what is possible, and what allows some groups to survive while others do not. In addition, it has great import for building sustainable coalitions across inequality, asymmetry, and difference.
The authors of this edited volume present a case for why locally led peacebuilding matters and how it can have measurable and meaningful impact, even beyond preventing political violence. This book contributes a set of local voices to a global problem – how to prevent armed conflict and lead to lasting peace. The authors argue that locally led peacebuilding by community based organizations (both formal and informal) plays a crucial role in preventing violence and cultivating peace, one that is complementary to peacebuilding work done by local, state, and national governments within countries and between nation-states. Through the case studies presented, Locally Led Peacebuilding presents evidence for how and why locally led peacebuilding can prevent violence, and invites practitioners and scholars to critically examine the implications of locally led initiatives. From these examples, we all have an opportunity to learn about creating, implementing, researching, and funding locally led peacebuilding.
Civil society plays an increasingly powerful role in the global landscape, emerging as key actors in preventing and managing conflict, and building more peaceful and sustainable societies . The multiple case studies featured in this volume illustrate the growth of civil society involvement in national, regional, and international peacebuilding policy. The focus is on multi-stakeholder, systems-based approaches to peacebuilding and human security that involve diverse civil society groups (NGOs, religious organizations, media, etc.), government agencies, intergovernmental organizations, and security forces. "Partnership" is a key concept in contemporary international peace operations. There is no universal model of peace operations in contemporary international society. Ad hoc arrangements of "partnership" between the United Nations and various regional organizations are consequences of the complex circumstances of international security. The ways in which "partnerships" are organised differently in different regions reflect each region's distinctive security situation. The universal nature of "liberal peacebuilding" is thus maintained only by ad hoc arrangements. All the UN peacekeeping operations in Africa have some partnership linkages with regional or sub-regional organizations ranging from the African Union (AU) and regional mechanisms to the European Union (EU). What are the conditions and characteristics that enable or lead to partnership peacekeeping in Africa? How should we understand lower levels of partnership peacekeeping in other regions? By highlighting key characteristics of partnership peacekeeping, the book explores these issues and argues that partnership is a reflection of political circumstances. The book provides an unexplored but critical perspective to understand the contemporary world for those who study International Relations, Security Studies, International Organizations, and Peace Studies.
Violent extremism is not new, but we have witnessed its rise to the point that it has become a defining issue of our time. We cannot brush it aside any longer: it characterizes who we are as a people and as a global society. Why is violent extremism rising? What are its drivers and triggers? These questions must be asked and answered first, and Teaching in a World of Violent Extremism takes up the questions and the answers. In an effort to end violent extremism, the next questions that must be pursued are these: How shall we prevent and undo extremism, especially the militant and violent kind? In this world of violent extremism, what curriculum designs, educational programs, and pedagogies shall we employ to develop competent citizens, civic leaders, and pastors, as well as resilient communities?
Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities, further the longer-term transformative outcomes like altering young people's attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacy, Sukanya Podder analyzes the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations, or government departments, holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming, and through post-exit studies. Regarding attitude change, Podder found that, the media and peace education projects that targeted individuals' ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.
