Sustainable biofuel production should provide opportunities for sub-Saharan African countries and their inhabitants, especially in impoverished rural areas. Biofuel feedstock production has the potential to bring job opportunities and earnings, but this should not be at the cost of existing livelihoods and the local environment. Biofuels also have the potential to increase energy security in these countries for both transportation and household needs. Sub-Saharan African biofuel feedstock production projects can be classified into 4 distinct models based on production scales (small- versus large-scale farm/plantations) and on the intended use of the biofuel (local versus national). The first type embraces large corporate plantations to supply the market for liquid transport fuel blends. The second type comprises small-scale producers linked to the corporate producers. The third type involves small-scale producers supplying the local energy needs of farmers and villages. The fourth and rarest type is linked to the large corporate plantations, to meet the corporation’s own energy needs. The introduction of foreign-owned, large-scale corporate plantations producing biofuel for transport fuel blends causes the most concern in sub-Saharan Africa, as their scale and ownership arrangements may disrupt rural livelihoods and affect access rights to land resources. However, these projects can also bring job opportunities, thereby providing alternative sources of income for poor communities. This working paper assesses mechanisms for limiting the negative impacts while maximising national benefit capture. Market-based mechanisms versus legal and policy mechanisms to enhance long-term sustainability are also discussed.

This book assesses the institutional, technical and market constraints as well as opportunities for smallholders, notably, emerging farmers in disadvantaged areas such as the former homelands of South Africa. Emerging farmers are previously disadvantaged black people who started or will start their business with the support of special government programs. Public support programs have been developed as part of the Black Economic Empowerment strategy of the South African government. These programs aim to improve the performance of emerging farmers. This requires, first and foremost, upgrading the emerging farmers skills by providing access to knowledge about agricultural and entrepreneurial practices. To become or to remain good farmers they also need access to suitable agricultural land and sufficient water for irrigation and for feeding their cattle. Finally, for emerging farmers to be engaged in viable farming operations, various factors need to be in place such as marketing and service institutions to give credit for agricultural inputs and investments; input markets for farm machinery, farm implements, fertilizers and quality seeds; and accessible output markets for their end products. This book develops a policy framework and potential institutional responses to unlock the relevant markets for smallholders.

This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

How can East and Southern African nations reduce poverty and hunger through agricultural growth? How can they create sufficient market demand to power such growth? This report proposes answers to these questions, applying a general equilibrium framework to the experiences of Madagascar, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. The authors conclude that, for countries like these, promoting traditional agricultural exports, developing nontraditional exports, and increasing food staple growth will probably not be sufficient to generate a significant level of economic growth. Instead, the model simulations suggest that reductions in marketing costs through improved infrastructure and development of market institutions, along with significant growth in the nonagricultural economy (besides that generated by agricultural growth linkages) are necessary conditions for rapid economic growth. This report's findings are a valuable first step toward understanding how East and Southern African nations can achieve economywide growth and poverty reduction.

An increasing number of African smallholders are moving from subsistence farming to selling at least part of their output. To shift successfully to a more commercial footing they need a lot more than the production advice traditionally provided by extension services. They need to understand how markets work. They also need advice on postharvest handling, help with business planning and marketing, assistance with organization, information on prices, links to buyers and credit, help with contracts and standards, and many other types of assistance. These agricultural business development services are provided by a mix of private companies, NGOs, cooperatives and government agencies in what is called a pluralistic extension system . Farmers and other clients such as input stores, small-scale processors and traders get some services for free, paid for by donors or the government. Others are subsidized: the farmers pay part of the cost. For still others, the farmers must pay the full cost. That leads to questions of sustainability (what happens when the donor s money runs out?), accountability (whom do the service providers listen to: the farmers, or the source of the funds?), and inclusiveness (how to ensure that women, the poor and disadvantaged get the services they need but cannot afford?). This book describes the two dominant approaches to providing services: supply-driven (where the funder decides what services should be offered), and market-driven (where more emphasis is put on market forces). It looks at how 12 business service providers from across Africa run their businesses. It describes the seven different business models that they pursue, and examines the features of each one. Based on their experiences, it proposes a new, needs-driven approach, which aims to overcome the shortcomings of both the supply-driven and the market-driven approaches by taking the needs of clients as a starting point for policy and action."
