Prospecting and exploration for manganese nodules has, as its ultimate objective, the discovery and delineation of an area of the ocean floor with reserves of sufficient quantity and quality to support a mining operation under existing economic, technical and political conditions. While prospecting concentrates primari lyon the collection of geological information, an exploration programme includes other activities that relate to the develop ment of technology, financial analysis of the prospect and environmental protection. Such work on a deposit in turn leads to the development of a mine-site. The mine-site concept brings together information in a way that recognizes the interplay among a number of dynamic factors which must satisfy a set of technical and economic conditions. Defining a mine-site, therefore, is a process of accounting for those factors. Throughout the years of meetings of the Third United Nations Conference on the Law of the Sea, many questions arose about ocean mine-sites. Two related topics in particular received attention: the total number of available mine-sites, and the amount of area necessary for a mining operation. Both of these topics have been subject to a great deal of speculation, and even with the best available information, there remains a degree of uncertainty that arises from both incomplete knowledge and natural variability in the seabed and the resource, and different technology and production objectives. At 8:43 a.m. on the morning of Sunday, October 6, 1918, HMS Kashmir rammed HMS Otranto off Islay, Scotland. Both ships were former British passenger liners from the P&O Steamship Company that had been pulled into the war to ferry American soldiers between New York and various British ports. On this stormy morning, however, they were part of Convoy HX-50 carrying troops to Liverpool. On board were 372 British officers and sailors and 701 American soldiers. The Americans were mostly Southern farm boys from Fort Screven in Savannah under the command of Lt. Sam Levy, a Georgia Tech graduate from Atlanta. The Kashmir managed to back away and follow the harsh wartime order that required her to ignore any maritime disasters that might befall her sister ships and to continue on her prescribed course rather than stop and take on survivors. Thus it was that—with winds blowing at 70 to 75 mph and waves at more than 60 feet—the severely damaged Otranto was left dead in the water with more than a thousand souls aboard. Many Were Held by the Sea: The Tragic Sinking of HMS Otranto, tells the story of what happened during that voyage—mostly from the perspective of the American soldiers—and builds to the disastrous conclusion. Introduction I was early aboard the fastest ship that ever foamed the seas. Later, a long, strong whistle blast blew—the signal for starting—and soon she headed southward, the great vessel traveling through New York harbor to Sandy Hook as noiselessly as a bobsleigh drawn through two feet of unpacked snow. I had secured a second class ticket to Buenos Aires, Argentina, by way of England, this marking the first of several legs of the world over which I had planned to travel. Thirteen hundred and fifty dollars, representing years of economical living, was the sum deemed as necessary to accomplish what I had purposed doing. By trade I am a printer and linotype operator. A union printer has little trouble in getting work in the United States, by reason of the large Sunday newspaper editions requiring extra men during the latter part of the week, and by vacancies taking place through the "moving spirit" of the workers, which has always characterized the printing trade. This fascination, however, like other diversions of a rough nature, lost its charm in time, as it proved more comfortable traveling by passenger trains—inside the coach and sitting on a cushioned seat—than riding on the platform of a car that was being constantly pelted with red-hot cinders.
