It uniquely highlights, through country examples, and with an African focus but a global perspective, the specific challenges and constraints facing the continent as a whole in the exploitation and utilization of its oil and gas resources. It partly draws on a model that simulates the impact of high oil prices on African economies, a model that was developed by the Research Department of the Bank in a separate study. The roles of AfDB and AU are analyzed, considering their differing, but complementary, mandates geared towards the development of the continent. Finally, the book includes recommendations on the future directions and actions for maximizing benefits of Africa's oil and gas resources.

Examining local content law and policy in the oil and gas industry, this book uses Nigeria as a primary case study, comparing its approach to countries such as Brazil and Norway which have also adopted local content laws in relation to their gas and oil industries. In considering various aspects of local content law and policy as they apply to the oil and gas industry, the book examines the factors behind the formulation of local content policies by petroleum producing states, and the various strategies they have employed to implement them. It analyses arguments against local content requirements from the perspective of international trade and investment law, and from liberal market economic theorists, who argue against its overall usefulness. Thomas Kojo Stephens is a Senior Partner at Stobe Law in Accra, Ghana, and the Head of the Transactional, Oil and Gas Practice, as well as the Consultancy Group of the firm. He is an Advisory Board Member of the International Energy Law Advisory Group (IELAG), a Principal Trainer at the International Energy Law Training and Research Company (IELTRC), and a former Vice-Chairman of Ghana's Public Interest and Accountability Committee (PIAC), a statutory body with oversight over the use of Ghana's petroleum revenue. He is also a Senior Lecturer at the University of Ghana School of Law.
The continent of Africa is endowed with natural resources in each country. Tapping into these resources provides a great opportunity for African countries to grow and develop. However, this vast wealth of resources cannot be tapped by the African countries because of a lack of capacity and Funds. Oil producing countries in Africa heavily rely on the expertise and resources of Foreign Oil companies to help them exploit the oil. The foreign Oil companies signed contracts with the unsuspecting African countries to help them benefits from their resources. Those contracts are not the same that are signed internationally. They are steeped towards the benefit of the foreign oil companies. This book examines what went wrong and suggest some remedies to maximize the benefits of those national natural resources. Examples are drawn from the study conducted in the Republic of South Sudan’s oil sector.
