At the height of the Cultural Revolution a Chinese long-range nuclear missile is fired within the country, and the nuclear warhead it is carrying detonates. A French nuclear device is exploded in Algeria during a coup there. The Soviet empire has collapsed, and shots are fired at a Russian crowd intent on rushing a nuclear weapons-laden plane straining to remove a stash of nuclear weapons to a safer locale. Pakistani civilian governments are routinely pushed aside by a powerful, nuclear-armed military that observers worry might yet itself fall prey to a faction willing to seize a portion of Pakistan's nuclear arsenal. This volume reveals previously unknown details on each case and teases out what is to be learned. This book is ideal not only for policymakers and analysts, but for historians and teachers as well.

Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. Federal, State, and muncipal regional planners, emergency response teams, international relations scholars, political scientists, news organizations, and American citizens may be interested in this volume. Does state acquisition of nuclear weapons lead to stability and peace or instability and crises? This is one of the great debates in international relations scholarship. Michael D. Cohen argues that nuclear weapons acquisition often does dangerously embolden the acquiring state to undertake coercion and aggression, but that this behavior moderates over time as leaders learn the dangers and limitations of nuclear coercion. This book examines the historical cases of the Soviet Union and Pakistan in depth and also looks at mini-cases involving the United States, China, and India. This book broadens our understanding of how leaders and states behave when they acquire nuclear weapons and is important reading for scholars and students of international relations, security studies, and political psychology.
