The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

Contemporary discussions of Africa’s recent growth have largely interpreted such growth in terms of structural transformation, based mainly on national- and sectoral-level data. Increasing the productivity of commercially oriented smallholder farming households in Nigeria results in greater incomes for their households, which, in turn, can drive an expansion in local nonfarm employment opportunities and raise incomes across rural communities. Appropriately targeting agricultural development efforts towards commercially oriented farming households has important second-round development benefits for rural economies. We use nationally representative data from the Nigeria General Household Survey Panel to examine the characteristics of households and their context that determine their level of commercial orientation in 2015/16. We then use the same dataset for crop-specific analyses of the factors associated with a household choosing to produce a specific crop, to sell any of their harvest of that crop, and, if they sold any of the crop, whether they sold more than half of their harvest. Twelve crops are examined. We find that the commercial orientation of most smallholder farming households in Nigeria is not strong. One-third reported not making any crop sales, relying instead on household enterprises or wage employment to meet their cash needs. Another one-third reported selling less than one-third of the crops they harvested by value. For these households, any crop sales made seem to reflect the limited other options they have to obtain cash, rather than being part of a strategy of commercial production. A subsistence orientation still drives most crop production by smallholder farming households in Nigeria. The crop-specific analyses confirm that crop sales for many households are driven to an important degree by their lack of other income sources, rather than by actively seeking to produce significant commercial surpluses of a crop. That this is the case reflects a range of deficiencies in the production and marketing of many of the crops. Improved crop production technologies are not commonly used, may not be readily available, or, if available, may prove challenging to employ profitably. Nigerian crop markets remain risky with no assurances that farmers will find buyers offering remunerative prices when they bring their produce to the market to sell. Continued investments to increase crop productivity and to improve the performance and reliability of crop value chains are needed if commercial considerations are increasingly to drive the crop choices of smallholder farming households, to provide incentives for higher crop productivity, and, through the increased crop income of commercially oriented farming households, to motivate expansion in local non-farm sectors and to raise incomes for all households in rural Nigerian communities.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Informed livestock-sector policy development and planning requires reliable and accessible information about the distribution and abundance of livestock. To that end, and in collaboration with the Environmental Research Group Oxford (ERGO), FAO has developed the “Gridded livestock of the world” spatial database: the first standardized global, subnational resolution maps of the major agricultural livestock species. This publication describes how available livestock data have been collected and then enhanced by statistical modelling to produce a digital, georeferenced global dataset. It also provides varied and extensive examples of some of the applications for which the data have been used. In 2021, the United Nations Secretary-General will convene the Food Systems Summit to advance dialogue and action towards transforming the way the world produces, consumes and thinks about food guided by the overarching vision of a fairer, more sustainable world. The Secretary-General will also convene the High-Level Dialogue on Energy (HLDE) to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.
