Neutral Testimony concerning HB 2506. "This bill would grant occupational licensing reciprocity in the State of Kansas. ... It is currently estimated that 25% of all Americans rely on a license for employment1. As each state has developed its own set of guidelines for each license, transferability of licensing has become expensive and time consuming unless a reciprocity program exists. ... We must begin to address these gaps by making the most of our state's untapped potential by integrating our talent, that may either already exist in our state and others that are potentially seeking to make Kansas their home. One way to make progress is easing requirements on transferable occupational licensing, especially for high demand jobs such as teachers or nurses. This also includes easing requirements on license reciprocity for our military spouses, a top priority of the Kelly administration. By doing this, we will help make our State more attractive to prospective residents. The reason the Department of Commerce is neutral on this bill, is we have heard there are concerns from boards and other agencies with some of the language on implementation. Since the Department does not issue any licenses, we feel it would be inappropriate to address these concerns. ... Our ask is for the sponsor and the committee to work with those agencies and boards to address any specific concerns they might have."

The U.S. Census Bureau has reported that 56.7 million Americans had some type of disability in 2010, which represents 18.7 percent of the civilian noninstitutionalized population included in the 2010 Survey of Income and Program Participation. The U.S. Social Security Administration (SSA) provides disability benefits through the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program. As of December 2015, approximately 11 million individuals were SSDI beneficiaries, and about 8 million were SSI beneficiaries. SSA currently considers assistive devices in the nonmedical and medical areas of its program guidelines. During determinations of substantial gainful activity and income eligibility for SSI benefits, the reasonable cost of items, devices, or services applicants need to enable them to work with their impairment is subtracted from eligible earnings, even if those items or services are used for activities of daily living in addition to work. In addition, SSA considers assistive devices in its medical disability determination process and assessment of work capacity. The Promise of Assistive Technology to Enhance Activity and Work Participation provides an analysis of selected assistive products and technologies, including wheeled and seated mobility devices, upper-extremity prostheses, and products and technologies selected by the committee that pertain to hearing and to communication and speech in adults.

Tryptophan metabolism via kynurenine pathway plays a critical role in both health and a variety of human diseases. This book highlights the known associations between kynurenine pathway and various disease states, as well as examines the current status of drug development and clinical trials of compounds known to alter tryptophan metabolism. The research plays a critical role in molecular targeted therapies directed at altering the kynurenine pathway of tryptophan metabolism. The initial and rate-limiting step of tryptophan metabolism is mediated by one of two enzymes, tryptophan-2,3-dioxygenase (TDO; predominantly in the liver, but also in the brain) and indoleamine-2,3-dioxygenase (IDO; in a host of tissues in response to immune activation). Targeting the enzymes IDO and TDO, as well as other downstream effectors would therefore be likely to generate novel treatment options that would be helpful in a wide variety of clinical settings. This book provides a unique bridge between basic mechanistic understanding of the role of the kynurenine pathway with translational applications and clinical relevance. It will explore the indications that tryptophan metabolism is a potential biomarker of disease activity, can contribute to local and possibly systemic immune suppression in cancer, and is an attractive target for which a variety of inhibitors are readily available.

US immigration policy has deeply racist roots. From his rhetoric to his policies, President Donald Trump has continued this tradition, most notoriously through his border wall, migrant family separation, and child detention measures. But who exactly supports these practices and what factors drive their opinions? Our research reveals that racial attitudes are fundamental to understanding who backs the president's most punitive immigration policies. We find that whites who feel culturally threatened by Latinos, who harbor racially resentful sentiments, and who fear a future in which the United States will be a majority–minority country, are among the most likely to support Trump's actions on immigration. We argue that while the President's policies are unpopular with the majority of Americans, Trump has grounded his political agenda and 2020 reelection bid on his ability to politically mobilize the most racially conservative segment of whites who back his draconian immigration enforcement measures.
