John Kotter of the Harvard Business School is one of a number of experts who believe that organisations are over managed and under led, at least partially because people do not appreciate the differences between management and leadership. We start this book by challenging mental models of leadership and management. Agility has become a prerequisite for organisations in a business environment that is characterised by change. Two trends in particular have been evident. First hierarchical systems of management are yielding to a “new leadership” movement which has at its core shared vision and individual empowerment in place of consistency and control. Second, leadership is no longer the preserve of those in positions in the management hierarchy. Increasingly it is dispersed through the organisation. By developing awareness of these and other influential trends, those who have a responsibility for leading and managing in some form will be better equipped to flex their style and to play the diverse roles required of the managerial leader in contemporary organisations.
This book begins with a discussion of the nature of command and control. It includes a distillation of the essence of command and control, providing definitions and identifying the enduring functions that must be performed in any military operation. Since there is no single approach to command and control that has yet to prove suitable for all purposes and situations, militaries throughout history have employed a variety of approaches to commanding and controlling their forces. A representative sample of the most successful of these approaches is reviewed and their implications are discussed. The authors then examine the nature of Industrial Age militaries, their inherent properties, and their inability to develop the level of interoperability and agility needed in the Information Age. The Industrial Age has had a profound effect on the nature and the conduct of warfare and on military organizations. A discussion of the characteristics of Industrial Age militaries and command and control is used to set the stage for an examination of their suitability for Information Age missions and environments. The nature of the changes associated with Information Age technologies and the desired characteristics of Information Age militaries, particularly the command and control capabilities needed to meet the full spectrum of mission challenges, are introduced and discussed in detail. Two interrelated force characteristics that transcend any mission are of particular importance in the Information Age: interoperability and agility. Each of these key topics is treated in a separate chapter. The basic concepts necessary to understand power to the edge are then introduced. Then the advantages of moving power from the center to the edge and achieving control indirectly, rather than directly, are discussed as they apply to both military organizations and the architectures and processes of the C4ISR systems that support them.
John Boyd is often known exclusively for the so-called ‘OODA’ loop model he developed. This model refers to a decision-making process and to the idea that military victory goes to the side that can complete the cycle from observation to action the fastest. This book aims to redress this state of affairs and re-examines John Boyd’s original contribution to strategic theory. Modeling, simulation, and analysis (MS&A) is a crucial tool for military affairs. MS&A is one of the announced pillars of a strategy for transforming the U.S. military. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.
