This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, identifies strategies that have been successfully used to expedite the planning and environmental review of transportation projects within the context of existing laws and regulations. It discusses 16 common constraints on project delivery and 24 strategies for addressing or avoiding them. While the strategies are associated with planning and environmental review, many are also applicable to design and construction.

NCHRP Report 662 describes how selected transportation agencies have reduced the time required to complete the project delivery process. This process takes new or renewed transportation facilities and services from conception to completion, ready for users. Project delivery is a primary indicator of an agency's effectiveness. Individual highway and other transportation projects are developed under programs intended to implement agency and legislative initiatives and other public policy. The way programs are organized and managed can determine the speed and efficiency of project development. Accelerating program functions can speed up project delivery. This report describes the experiences of eight state departments of transportation (DOTs) that made improvements in their project delivery and the lessons to be learned from their experiences. The information will be useful to DOT managers seeking to ensure that their agencies' organization, policies, and program operations facilitate project delivery.

This synthesis will be of interest to highway design engineers, maintenance personnel, safety and enforcement officials, traffic engineers, and others responsible for the safe operation of large trucks on highways. Information is provided on the critical aspects of site location, design criteria, and maintenance procedures, and their relationship to truck escape ramp performance. The safety of truck drivers, other road users, and occupants of roadside properties is often imperiled by the combination of heavy trucks and steep downgrades on highways. Frequently, gearing down, applying the brakes, and using the retarding power of the engine are not sufficient to control the truck, and serious crashes can result. Many states have constructed truck escape ramps to safely remove runaway trucks from the traffic stream. This report of the Transportation Research Board provides information on the location, design, construction materials, geometrics, and construction costs of truck escape ramps. Operational considerations, such as descriptions of advance warning signs, traffic control devices at the ramp, and vehicle removal procedures are described. Information on frequency and type of usage, maintenance of the ramps, and driver-related issues is also included.
