This Open Access textbook is a result of the work of ENTAN – the European Non-Territorial Autonomy Network. It provides students with a comprehensive analysis of the different aspects and issues around the concept of non-territorial autonomy (NTA). The themes of each chapter have been selected to ensure a multi- and interdisciplinary overview of an emerging research field and show both in theory and in practice the possibilities of NTA in addressing cultural, ethnic, religious and language differences in contemporary societies. Both India and Europe have been undergoing a difficult process of negotiating cultural, religious and ethnic diversity within their democratic frameworks. In fact, recent incidents of xenophobic backlash against multiculturalism and minority communities in Europe, as well as myriad movements for constitutional recognition of castes, tribes and languages and the emergence of Islamophobic terror in India, question the conventional idea of democracy as the idyllic preserver of diversity. This volume contests the simplistic connection between democracy and diversity by proposing that democracy, in fact, produces, sediments and reinforces cultural heterogeneity. It argues that in democratic polities, disparate cultural practices are often converted into identity categories, with disturbing implications for national identity, constitutionalism, political governance and citizenship. While mobilizations on the plank of cultural differences are typically viewed as being born in undemocratic spaces with little toleration for diversity, they also find fertile soil in democracy insofar as democracy celebrates diversity and allows cultural dissent to thrive. Such dissent, while essential for democracy, has difficult consequences. Examining the fundamental conflict between constructions of particular cultural identities and mandates of a unifying democratic ethos, the book brings forth the complexities underlying the politics of identity recognition and national integration. In making a radical intervention in the discourse, this volume offers a critique of existing paradigms of multiculturalism. It will interest scholars and students of political science, sociology, and postcolonial and comparative studies.
Minority Accommodation through Territorial and Non-Territorial Autonomy explores the relationship between minority, territory, and autonomy, and how it informs our understanding of non-territorial autonomy (NTA) as a strategy for accommodating ethno-cultural diversity in modern societies. While territorial autonomy (TA) is defined by a claim to a certain territory, NTA does not assume that it is derived from any particular right to territory, allocated to groups that are dispersed among the majority while belonging to a certain self-identified notion of group identity. In seeking to understand the value of NTA as a public policy tool for social cohesion, this volume critically dissects the autonomy arrangements of both NTA and TA, and through a conceptual analysis and case-study examination of the two models, rethinks the viability of autonomy arrangements as institutions of diversity management. This is the second volume in a five-part series exploring the protection and representation of minorities through non-territorial means, examining this paradox within law and international relations with specific attention to non-territorial autonomy (NTA).

Twenty years after the demise of communist policy, this book evaluates the continuing communist legacies in the current minority protection systems and legislations across a number of states in post-communist Europe. The fall of communism and the process of democratisation across post-communist Europe led to considerable change in minority protection with new systems and national political institutions either developed or copied. In general, the new institutions reflected the practices and experiences of (western) European states and were installed upon advice from European security organisations. Yet many ideas, legislative frameworks, policies and practices remained open to interpretation on the ground. With case studies on a diverse set of post-communist polities including Slovakia, Bosnia, Macedonia, Ukraine, Estonia, Croatia, the Baltic States and Russia, expert contributors consider how the institutional legacies of the communist past impact on policies designed to support minority communities in the new European democracies. Providing unique empirical material and comparative analyses of ethnocultural diversity management during and after communism, this book will be of interest to students and scholars of international relations, European politics, political geography, post-communism, ethnic politics, nationalism and national identity.
The situation in the Balkans, such as the solution to the status of Kosovo, is currently the largest international political problem in Europe, with the potential to burst into a world crisis regarding the Eastern - Western relations. On the other hand, a successful solution to the problem in the Balkans could serve as a model for solving the Muslim - Christian tensions elsewhere in the world. It is the intention of this book to contribute proposals for solutions to the problems of Balkans. The starting principle for the solutions to be effective is that they should come in a natural way from the people below and should not be enforced by the political elites from above. Based on self-determination of nations as a starting principle, they should encourage intra-regional cooperation among the regional entities (economic, cultural, sport, as a basis for political, social understanding and cooperation); secondly, accelerate their economic, political and social development and thirdly, as a final step enable the inclusion of the Balkan countries into the European Union.
