DOWNLOAD EBOOKRecognition of qualifications is one of the Council of Europe’s main activities in the field of higher education and research. The Council of Europe, in co-operation with UNESCO, drafted the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, more briefly referred to as the ‟Lisbon Recognition Convention” because it was adopted in Lisbon in 1997. This Convention is the main legal instrument on the recognition of qualifications in Europe. It has, to date, been ratified by more than 50 states. It promotes fair recognition of academic qualifications This report summarises the results of the first round of monitoring of the implementation of the Lisbon Recognition Convention since its signature in 1997. It presents the key findings and conclusions of a survey on the recognition of qualifications in higher education and lays out the recommendations made by the Lisbon Recognition Convention Committee. These recommendations will require further political decisions on follow-up action from the committee and from the national authorities.

DOWNLOAD EBOOKUniversities are inherently and definitionally universal in their quest for the creation and dissemination of knowledge. They are set to defy borders that exist in parochial forms. Globalization which opened up borders has by design or default created inequalities and imbalances in knowledge systems. Undoubtedly, knowledge is power but there is difference in the power that is intrinsic to it and the power that is ascribed which is determined by dominant political and economic hierarchies. If knowledge predominantly flows from global north to global south, people seeking knowledge move from global south to global north. These imbalances are also seen within these regions, between cultures and communities, one claiming superiority over the other. These realities call for a reassessment of not only what constitutes knowledge, but also what encompasses the idea of borders. This book elaborates on the inclusive role of education that can act as an equalizer or as a catalyst for creating a level playing field across borders. The Council of Europe Landscape Convention aims to promote the protection, management and planning of landscapes, and to organise international co-operation in this field. It concerns landscapes considered outstanding, as well as everyday or degraded areas. This publication presents thoughts and proposals for the implementation of the convention and addresses a "mosaic" of key issues related to its future. It forms part of a process of reflection on major themes concerning the living environment.

DOWNLOAD EBOOKThe concept of "substantial differences" - far from being a dry, technical topic for a book on higher education policy - goes to the heart of how society views qualifications and education and is the key concept of the Council of Europe/UNESCO Convention on the Recognition of Qualifications concerning Higher Education in the European Region, better known as the Lisbon Recognition Convention. What do learners know and understand and what are they able to do on the basis of their qualifications? How can this be expressed and described, and how can learners carry their qualifications across borders without leaving part of their real value behind? In discussions on substantial differences, the technical meets the philosophical, the administrative meets the political. Decisions on recognition, made in considering whether a difference is substantial, have a direct influence on applicants' future study and employment opportunities, but also reveal how those who make the decisions view themselves, their education system and their societies.

DOWNLOAD EBOOKEducation plays an essential role in the promotion of the core values of the Council of Europe: democracy, human rights And The rule of law, As well as in the prevention of human rights violations. More generally, education is increasingly seen as a defence against the rise of violence, racism, extremism, xenophobia, discrimination and intolerance. This growing awareness is reflected in the adoption of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education (EDC/ HRE) by the Organisation's 47 member states in the framework of Recommendation CM/Rec(2010)7. The Charter was developed over a period of several years as a result of wide-ranging consultations and is non-binding. it will be an important reference point for all those dealing with citizenship and human rights education. it will hopefully provide a focus and catalyst for action in the member states, As well as a way of disseminating good practice and raising standards throughout Europe and beyond.
