The rapid uptake of mobile money in recent years has generated new data needs and growing interest in understanding its impact on broad money. This paper reviews mobile money trends using mobile money data from the Financial Access Survey (FAS) and examines the statistical treatment of mobile money under the IMF’s Monetary and Financial Statistics (MFS) framework. MFS guidance is straightforward in most cases, as many jurisdictions have adopted regulations which ensure that mobile money is captured in the banking system and thus in the calculation of broad money. However, in cases where mobile network operators (MNOs) act as niche financial intermediaries outside the banking regulatory perimeter and are allowed to invest their customer funds in sovereign securities and other permitted assets, mobile money liabilities may remain outside the banking system as well as monetary statistics. In that case, information on mobile money liabilities need to be collected directly from MNOs to account for mobile money as part of broad money.

Focusing on Kenya’s path-breaking mobile money project M-Pesa, this book examines and critiques the narratives and institutions of digital financial inclusion as a development strategy for gender equality, arguing for a politics of redistribution to guide future digital financial inclusion projects. One of the most-discussed digital financial inclusion projects, M-Pesa facilitates the transfer of money and access to formal financial services via the mobile phone infrastructure and has grown at a phenomenal rate since its launch in 2007 to reach about 80 per cent of the Kenyan population. Through a socio-legal enquiry drawing on feminist political economy, law and development scholarship and postcolonial feminist debate, this book unravels the narratives and institutional arrangements that frame M-Pesa’s success while interrogating the relationship between digital financial inclusion and gender equality in development discourse. Natile argues that M-Pesa is premised on and regulated according to a logic of opportunity rather than a politics of redistribution, favouring the expansion of the mobile money market in preference to contributing to substantive gender equality via a redistribution of the revenue and funding deriving from its development. This book will be of particular interest to scholars and students in Global Political Economy, Socio-Legal Studies, Gender Studies, Law & Development, Finance and International Relations.

“When it comes to Cash Money, it’s not always about the Moolah.” In this realistic street novel, it’s about two brothers, Cashmere aka Cash, and Armani aka Money, and their quest on how they get the moolah. Growing up in the gang infested PJs of Macon, Georgia, has never been an easy task for two young black males trying to survive. These two, however, find a way to rise above it all after taking advantage of an opportunity that presents itself through a robbery intended to be a plot to seek revenge. Unfortunately, for one of them, it’s short lived. Enlisting the help of their childhood friends, along with the support from the women who love them, these two brothers take you through their urban community where drugs, gangs, and death are prevalent. However, when a twisted turn of events occurs, causing their organization to collide with the organization that put them at the top of the drug trade, they realize, every dime that’s made in the dope game is a dime that comes with a cost.

Technology is rapidly changing the way we think about money. Digital payment has been slow to take off in the United States but is displacing cash in countries as diverse as China, Kenya, and Sweden. In Reimagining Money, Sibel Kusimba describes the rise of M-Pesa, and offers a rich portrait of how this technology changes the economic and social landscape, allowing users to create webs of relationships as they exchange, pool, borrow, lend, and share digital money in user-built networks. These networks, Kusimba argues, will shape the future of financial technologies and their impact on poverty, inclusion, and empowerment. She describes how urban and transnational migrants maintain a presence in rural areas through money gifts; how families use crowdfunding software to assemble donations for emergency medical care; and how new financial groups invest in real estate and fund weddings. The author presents fascinating accounts that challenge accepted wisdom by examining the notion of money as wealth-in-people—an idea long-cultivated in sub-Saharan Africa and now brought to bear on the digital age with homegrown financial technologies such as digital money transfer, digital microloans, and crowdfunding. The book concludes by proposing a new theory of money that can be applied to designing better financial technologies in the future.

Visit any developing country and you will find governments, international donors, NGOs, and corporations involved in a range of innovative activities to address the needs of the poor. Only a fraction of those that show promise at a localized level, however, will ever be replicated, expanded, and sustained to achieve a transformative impact. Learning how to expand the reach of proven interventions so that they help larger numbers of poor people - 'scaling up' - is a fundamental challenge facing the developing world. This book improves our understanding of how scaling up can be achieved and what the international community can do to support the process. Remarkably little is understood of how to design scalable projects, the impediments to reaching scale, or the most appropriate pathways for reaching that goal. To answer these questions, this book features a series of case studies drawn from both the public and private sectors to demonstrate how the scaling up of services for the world's poor can happen. By linking public and private experience, the authors argue that successful scaling up will not be achieved by either public or private sector efforts alone. Rather, it will require both public and private efforts working together. This book demonstrates that the challenges to scaling up are complex and various, but ultimately surmountable. It provides an invaluable resource for development practitioners, analysts, and students on a topic that remains largely unexplored and poorly understood.
