Smokes. obscurants. and riot-control agents constitute a diverse group of chemical compounds that are released into the environment during training exercises. Concern has been expressed over the use of these compounds and how they may affect threatened and endangered (T & E) species that reside on military installations.
Recently, environmental scientists have been required to perform a new type of assessment-ecological risk assessment. This is the first book that explains how to perform ecological risk assessments and gives assessors access to the full range of useful data, models, and conceptual approaches they need to perform an accurate assessment. It explains how ecological risk assessment relates to more familiar types of assessments. Field Manual (FM) 3-19.15 addresses continental United States (CONUS) and outside continental United States (OCONUS) civil disturbance operations. Today, United States (US) forces are deployed on peacekeeping, peace enforcement, and humanitarian assistance operations worldwide. During these operations, US forces are often faced with unruly and violent crowds intent on disrupting peace and the ability of US forces to maintain peace. Worldwide instability coupled with increasing US military participation in peacekeeping and related operations requires that US forces have access to the most current doctrine and tactics, techniques, and procedures (TTP) necessary to quell riots and restore public order. In addition to covering civil unrest doctrine for OCONUS operations, FM 3-19.15 addresses domestic unrest and the military role in providing assistance to civil authorities requesting it for civil disturbance operations. It provides the commander and his staff guidance for preparing and planning for such operations. The principles of civil disturbance operations, planning and training for such operations, and the TTP employed to control civil disturbances and neutralize special threats are discussed in this manual. It also addresses special planning and preparation that are needed to quell riots in confinement facilities are also discussed. In the past, commanders were limited to the type of force they could apply to quell a riot. Riot batons, riot control agents, or lethal force were often used. Today, there is a wide array of nonlethal weapons (NLW) available to the commander that extends his use of force along the force continuum. This manual addresses the use of nonlethal (NL) and lethal forces when quelling a riot.
A variety of smokes and obscurants have been developed and used to screen armed forces from view, signal friendly forces, and mark positions. Smokes are produced by burning or vaporizing particular products. Obscurants are anthropogenic or naturally occurring particles suspended in the air. They block or weaken transmission of particular parts of the electromagnetic spectrum, such as visible and infrared radiation or microwaves. Fog, mist, and dust are examples of natural obscurants. White phosphorus and hexachloroethane smokes are examples of anthropogenic obscurants. The U.S. Army seeks to reduce the likelihood that exposure to smokes and obscurants during training would have adverse health effects on military personnel or civilians. To protect the health of exposed individuals, the Office of the Army Surgeon General requested that the National Research Council (NRC) independently review data on the toxicity of smokes and obscurants and recommend exposure guidance levels for military personnel in training and for the general public residing or working near military-training facilities.

Advances in information technology have led us to rely on easy communication and readily available information--both in our personal lives and in the life of our nation. For the most part, we have rightly welcomed these changes. But information that is readily available is available to friend and foe alike; a system that relies on communication can become useless if its ability to communicate is interfered with or destroyed. Because this reliance is so general, attacks on the information infrastructure can have widespread effects, both for the military and for society. And such attacks can come from a variety of sources, some difficult or impossible to identify. This, the third volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore the opportunities and vulnerabilities inherent in the increasing reliance on information technology, looking both at its usefulness to the warrior and the need to protect its usefulness for everyone. The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.
