La finalidad de esta Guía para la presentación de proyectos es servir como instrumento de trabajo a los profesionales que, tanto en el sector público como en el privado, deben preparar o analizar los antecedentes con que se someten a aprobación final y financiamiento los proyectos de desarrollo económico y social. Fue preparada por el Instituto Latinoamericano de Planificación Económica y Social (ILPES) a raíz de un acuerdo con el Banco Interamericano de Desarrollo, como forma de mejorar la formulación de proyectos de inversión en América Latina. La Guía tiene un carácter estrictamente práctico y operativo. No es un tratado que exponga los problemas técnicos referentes a la elaboración y análisis de proyectos, ni un manual que procure enseñar en detalle cómo se plantean y resuelven esos problemas en cada caso. Propone la forma de organizar y presentar los antecedentes técnicos, económicos, financieros, administrativos e institucionales que deben reunirse y analizarse al estudiar un proyecto. Después de examinar el proyecto como instrumento de planes y programas de desarrollo y de aclarar las distintas etapas y aspectos de la formulación de proyectos, considera los requisitos que suele exigir la negociación de los mismos. Trata asimismo la Guía los aspectos parciales que componen el proyecto: estudio de mercado, estudio técnico (tamaño, proceso, localización, obra física, organización, calendario, análisis de costo), estudio financiero (inversión, Análisis y proyecciones financieras, financiamiento), evaluación económica y plan de ejecución.
