Abstract: Research and development are often singled out as one of the key drivers of growth in the Nordic economies. However, there appears to be only limited knowledge about how the framework conditions for private sector research and the prioritisation of public sector research ensure efficiency and quality in national research efforts as a whole. The project "Macroeconomic Framework Conditions and the Management of Research and Development in the Nordic Countries" sheds light on the existing framework conditions for research and development in the Nordic countries. The project provides some of the knowledge needed to answer the question of how to ensure that research and development in the both the private and public sector continue to yield high returns. The project also looks into how the various Nordic countries differ from each other in terms of the organisation of and framework conditions for public and private research. The project forms part of the Danish Presidency of the Nordic Council of Ministers in 2005

Public finances in the Nordics are facing great future challenges due to demographic developments. Increasing longevity is changing the age structure of the population, significantly raising the share of older people and thus the old-age dependency ratio. Over the last two decades, there has been a strong international trend to strengthen fiscal frameworks by adopting more stringent fiscal rules as well as increasing transparency and accountability. This paper provides new evidence of the macroeconomic effects of public investment in advanced economies. Using public investment forecast errors to identify the causal effect of government investment in a sample of 17 OECD economies since 1985 and model simulations, the paper finds that increased public investment raises output, both in the short term and in the long term, crowds in private investment, and reduces unemployment. Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.
